Research Of Farmers' Willingness Of The Government Redemption Commercial Forests In Key Ecological Location

Since the implementation of the state ecological forest protection,the ecological system has been greatly restored and improved.In the key work points of 2018,the state Forestry and Grassland Administration proposed to' encourage all regions to carry out commercial forest redemption and other reforms in key ecological areas",to ensure the sustainable operation of key national ecological locations,to safeguard the economic interests of local forest farmers and promote regional social development through redemption mechanism,to achieve "national ecology","forest to interest" dual goal.Based on the survey data onto 146 households in the sample areas of two key ecological locations in Zhejiang Province,descriptive statistical analysis was conducted on the willingness and reasons for the government to purchase the willing farmers of commercial forests in key ecological locations of sample farmers,as well as the willingness to accept price of willing farmers under different redemption years and payment methods;on this basis,the binary Probit model and multiple linear regression model are respectively used to analyze the influence of the government's purchase intention and the willingness to accept price of farmers with different purchase years and payment modes on the purchase intention of commercial forests in key ecological areas.The research conclusion shows that:(1)Among 146 sample farmers,116 were willing to be redeemed by the government,accounting for 79.45%of the total sample;30 were unwilling to redeem,accounting for 20.55%of the total sample.From this,we can see that farmers in the sample area have a higher willingness to redeem by the government.The survey found that the main reason for the willingness were that the original farmers'commercial forest was classified into the ecological public welfare forest,and the strict cutting restriction policy effectively limited the operation of farmers to a certain extent,accounting for 29.31%of the total sample;the main reason for farmers' unwillingness to buy were the local complex,accounting for 40.00%(2)Among the 116 sample households willing to be redeemed,the redemption period of farmers'willingness is 70 years,accounting for 51.72%of the total sample;the sample farmers on the payment method mainly prefer one-time payment,and 66.38%of the sample farmers choose to pay in one lump sum;The farmer's decision-making one-time payment conversion will be lower than the annual payment of the same year.When the sample farmers choose to redeem for 70 years,regardless of the one-time payment or the annual payment,the price is generally higher than other years;the 30-year period is the lowest value;the farmers' bidding basis is also based on self-willing price.In the 30-year period,the average value of the one-time payment sample is 24,600 yuan per mu;the average annual sample payment is 0.24 million yuan per mu;the average value of the one-time payment conversion period is 0.08 million yuan per mu.(3)Farmers with higher education level of household heads,stable work or reading in cities for the next generation,larger average gradient of forest land and the largest unused forest land tend to buy commercial forests in key ecological locations;farmers with more commercial forests and fewer household labor force tend to be reluctant to buy commercial forests in key ecological locations.(4)The choice of redemption period and payment method has a significant impact on the minimum acceptance price of the farmer's willingness to redeem:When the redemption period is 30 years,it has a negative impact on the minimum acceptance price of farmers,and passes the 5%level of significance test;the payment method satisfies the significance test of the 1%level and the coefficient is negative,indicating that the payment method is the annual payment,the higher the minimum willing price of the redemption.The number of complete labor force and area had a positive impact on the lowest price of farmers' willingness to accept;total household income,commercial forest area and average distance from forest land to home was negatively correlated with the willingness to accept price of farmers.(5)The fewer the total number of households,the stronger the willingness to redeem,the higher the minimum willingness to accept;the less the commercial forest area of farmers,the stronger the willingness to redeem,and the higher the willingness to accept.Based on the above findings,some suggestions are putting forward,such as promoting the transformation of ecological compensation for key ecological locations to market-oriented government redemption,building redemption mechanism for commercial forests in key ecological locations as soon as possible,creating diversified redemption modes and muti-channel sources of funds,Solve the problem of survival and development after the redemption of farmers' land in key ecological areas;improving the enthusiasm and consciousness of the whole society to protect the environment.
