Research On Ecological Enviroment Management Policy Of Xilingol Grassland

Since the 18th National Congress of the Communist Party of China,the party and the government have attached great importance to the work of ecological civilization,incorporated the construction of ecological civilization into the five in one overall layout,and put forward the goal of building a beautiful China.As the most widely distributed vegetation type on the earth,grassland itself is an ecosystem.Moreover,grassland plays an irreplaceable ecological role in windbreak and sand fixation,water conservation and climate regulation.Xilinguole grassland is located in the northern border of China,with unique natural grassland resources.Xilinguole grassland plays an important role in the development of economy and society and the maintenance of ecological environment.However,with the rapid development of social economy and the unreasonable use of human beings,Xilingol Grassland is facing unprecedented challenges,and its ecological environment is deteriorating.At present,most of the researches on grassland ecological management are limited to the technical level,most of which are carried out from the perspective of environment,land,grass industry,irrigation and other technologies,while the researches from the perspective of public management are obviously insufficient,especially the researches on the restoration and management of grassland ecological environment.On the basis of relevant research on grassland ecological civilization construction,from the perspective of public governance,this paper studies the problems and Countermeasures in the grassland ecological civilization construction in Xilingol League by using literature analysis and qualitative analysis,and expounds the basic concepts and theories related to the article.This paper systematically introduces the importance and urgency of strengthening the construction of grassland ecological civilization.Through combing the current situation of grassland management in Xilingol League,this paper summarizes the work and achievements of grassland management in Xilingol League,and analyzes that the coordination mechanism of policy-making departments is not perfect,the policies are easy to cross,the policy assessment is not perfect,the performance evaluation is not perfect,the ecological governance regulatory policies are not in place,the regulatory capacity of the regulatory departments is weak,the policy publicity is not enough,and the public participation is not enough Problems such as insufficient degree.There are still four reasons:policy formulation,administrative barriers still exist,lack of research before policy formulation,deviation from policy implementation,imperfect policy management mechanism,grassland ecological civilization concept,and imperfect policy formulation participation system.This paper puts forward some suggestions on the restoration and management of grassland ecological environment in Xilingol,that is,to improve the policy system,enhance the law enforcement ability,use modern information means,and innovate the management mode of governance policy;to promote the reform of policy administrative system,to clarify the policy functions of relevant departments in the construction of multiple governance structure,through scientific policy guidance Therefore,we should strengthen the responsibility of enterprises for environmental protection,strengthen the grassland governance policy and the concept of grassland ecological civilization,and ensure the participation mechanism of citizens.
