Research On The Development Of Enriching Industries For The People In Heilongjiang State-owned Forest Region

Heilongjiang province is one of the most important forest ecological functional areas with the most important national ecological niche.Da Hinggan Mountains and Xiao Hinggan Mountains are mainly composed of bright coniferous forest and temperate needle in the temperate zone,with complex structure,relatively intact ecosystem,rich forest resources,and outstanding forest landscape,which is the most valuable area of ecological service in China's major state-owned forests.Because of the need of economic development and the need of supporting national construction,the uncontrolled exploitation of forest resources in the Great and Small Xing'an Mountains of Heilongjiang Province over the years has led to the great destruction of forest resources and environment and the deterioration of ecological environment in Heilongjiang Province.State-owned forest areas are the main carriers of forest resources and forestry economy in Heilongjiang Province.They are also facing a series of problems,such as increasing depletion of forest resources,low level of development of forestry industry,unreasonable distribution of forestry industry,low income of workers in forest areas,and slow improvement of living standards of residents in forest areas.With the continuous deepening of ecological civilization policy,the state's determination of the construction and management of the ecological environment,as well as the land greening engineering to start the building dream of beautiful China,a new opportunity for development of historical development has been bringing for the development of forestry in Heilongjiang state-owned forest areas.In 2014,the state-owned forest area of Heilongjiang province entered the stage of comprehensive prohibition,and the traditional forestry industry was severely impacted with the adjustment of policies.Forestry protection policy has become an important part of national ecological strategy,which poses unprecedented challenges to the traditional management mode of forestry industry development.Therefore,it is necessary to adjust the development path of forestry industry in Heilongjiang province from the perspective of regional economic development,so as to meet the requirements of national policy and economic,social and ecological development of the province.In this paper,planting and breeding,forest tourism,orest product processing industry,afforestation and management industry,northern medicine industry and timber harvesting industry are selected as forestry enriching industries in Heilongjiang state-owned forest areas for different periods,and the number of on-the-job workers,the completion of forestry investment,the area of forest management and protection are selected as input factors,and the total output value of forestry,the added value of forestry and the per capita wage work of forest workers are selected as the development goals of forest area.In Chapter 4,by ADF test,Granger causality test,vector autoregressive model and impulse response function,the dynamic impact relationship between the six enriching industries and the three objectives is depicted respectively,so as to determine the driving capacity of different enriching industries to the economic and social development of forest areas.However,due to the implementation of forestry policies such as "Natural Conservation Project" and "Comprehensive Prohibition of Cutting",the driving capacity of some enriching industries to the economic and social development of forest areas will not be expressed.Therefore,in Chapter 5,the main enriching-people industries are further taken as intermediary variables,and the contribution rates of these forestry enriching-people industries to the growth of forestry gross output value and the growth of forestry gross output value to the growth of per capita wages of workers in forest areas are discussed respectively.In chapter 6,through principal component analysis and cluster analysis,the transformation and regional agglomeration characteristics of forestry industry in Heilongjiang state-owned forest areas are discussed respectively,so as to clarify the new direction of forestry economic development and enriching-people industry construction in non-Heilongjiang state-owned forest areas.Finally,on the basis of the above-mentioned research,the chapter 7 points out the orderly transition from forestry industry to forestry enriching industry in Heilongjiang Province,and points out that the development path of forestry industry in Heilongjiang Province should follow the following steps:consolidating the forestry foundation of state-owned forest areas,realizing diversified development of economic forests,strengthening the role of national forestry policy,promoting the transformation and upgrading of forestry industry;recreational infrastructure construction level,enhance the driving effect of forestry economy;tap the characteristics of forestry areas to enriching people industries,create superior forestry medicine industry;establish forestry ecological economic model,develop clean energy industry in forestry areas;give full play to the advantages of forestry industrial clusters,promote the integration of forestry enriching people industries;optimize the internal structure of enriching people industries,improve the driving force of forestry economic growth;coordinate the relationship between enterprises and workers in forestry areas In order to realize the harmonious,healthy,sustainable and green development of forestry in Heilongjiang Province,we should promote the development and construction of the way to enrich the people in increasing the income of forest residents.
