The Study On The Construction And Application Of Evaluation Index System Of Green Beef Cattle Breeding Industry In Jilin Province

Comrade Xi Jinping stressed in his 19th report that socialism with Chinese characteristics has entered a new era,and the main social contradictions in our country have been transformed into contradictions between the people’s growing needs for a better life and the unbalanced and inadequate development.For the first time,it is proposed to implement the rural revitalization strategy.We should give priority to the development of agriculture and rural areas and promote the modernization of agriculture and rural areas in accordance with the general requirements of prosperous industry,ecological livability,civilized rural customs,effective governance and rich life.Green development is the only way to revitalize villages in the new era,providing new power support for rural revitalization.Green development is an objective requirement to implement the new development concept,the only way to modernize animal husbandry,and an important measure to respond to the new expectations of the people.Jilin Province is one of the dominant production area of beef cattle in China,and persists in the way of equal importance on development and protection,the overall consideration of the environment and people’s livelihood,vigorously developed the green beef cattle breeding industry,with the coordination of ecological economy as the core,and made great efforts to promote the process of scale,standardization,industrialization,organization and information of the green beef cattle breeding industry,and to achieve the goal of ecological environment governance by advocating a new green mode of production,so as to further promote the sustainable development of the green beef cattle breeding industry in Jilin Province.According to the theory of green development,sustainable development and ecological economy,using literature analysis,statistical analysis,field investigation and empirical analysis,on the basis of a comprehensive analysis of the current situation,basic conditions and obstacle factors of green beef cattle breeding in Jilin Province,and based on the reality of Jilin Province,the evaluation index system of green beef cattle breeding in Jilin Province was constructed.Taking Jilin Black cattle Industrial Group Co.,Ltd.(hereinafter referred to as Jilin Black cattle Industry)and Huadian Jinniu Stockbreeding Co.,Ltd.(hereinafter referred to as Jinniu Stockbreeding)as examples,this paper evaluates the breeding situation of green beef cattle,strives to explore a new path suitable for the development of green beef cattle breeding industry in Jilin Province,and puts forward effective countermeasures and suggestions.Based on the reserch,the following conclusions are drawn.First,on the whole,the development momentum of green beef cattle breeding industry in Jilin Province is good.Remarkable achievements have been made in the annual stock and output of beef cattle,the development of scientific and technological innovation ability of green beef cattle breeding,non-resistance and leading enterprises.However,in the process of green beef cattle breeding and production,there are some obstacle factors,such as imperfect technical system,production system and management system,lack of green production technology,difficulties in waste disposal,insufficient investment in funds and policies,and so on.Second,due to the differences in the development of breeding enterprises,there are two beef cattle breeding models: to provide high-grade green beef cattle products(Jilin Black Cattle Industry)and to provide green beef cattle products(Jinniu Stockbreeding).According to the evaluation results,the former pays more attention to comprehensive benefits,while the latter focuses more on realizing the output of green beef cattle products on the premise of ensuring economic benefits.the latter has not completely got rid of the traditional beef cattle production and management mode.The development potential of the former is obviously better than that of the latter.Third,there are certain shortcomings in the comprehensive evaluation of the supporting role of typical green beef cattle breeding enterprises in science and technology,finance and policy.As an industry with high technology,high upfront investment,high cost and strong policy dependence,Green beef cattle breeding needs to strengthen the relevant capacity building.The production efficiency and capacity of green beef cattle breeding are obviously affected by the support of relevant government subsidy policies,which directly affects the expansion of production scale and the adoption of green farming technology.At the same time,according to the research results,this paper puts forward the following countermeasures and suggestions for further promoting the development of green beef cattle breeding industry in Jilin Province: the first is to establish and perfect the relevant standard system of green beef cattle breeding industry;the second is to standardize and strengthen the construction of the promotion system of scientific and technological information services of the green beef cattle breeding industry;the third is to encourage financial capital and social capital to participate in the development and construction of green beef cattle breeding industry;and the fourth is to strengthen the government’s policy guidance and key support to the main body of large-scale green beef cattle breeding.
