The construction of high standard farmland is an important public welfare measure related to the lifeline of food security in China’s implementation of the strategy of "storing grain in the land and storing grain in technology".It can ensure the continuous and stable supply of agricultural products,promote high-quality agricultural development,and provide guarantees for sustainable social development.Conducting a scientific evaluation of the achievements and shortcomings of high standard farmland construction,timely proposing rectification suggestions and countermeasures,is conducive to regulating investment behavior and improving the efficiency of fund utilization,ultimately improving the overall performance level of the project and providing a basis for subsequent decision-making.Therefore,the performance evaluation of high standard farmland construction has important scientific value and practical significance.This article focuses on the performance evaluation of high standard farmland construction,constructs corresponding indicator systems and evaluation methods,and conducts empirical research using the A town high standard farmland construction project as an example.This article introduces the background and significance of high standard farmland construction,defines the relevant concepts of high standard farmland construction,elaborates on the concept and connotation of performance evaluation of high standard farmland construction,and introduces relevant basic theories.Then the performance evaluation model of high standard farmland construction is constructed based on fuzzy comprehensive evaluation method.Firstly,using the "process logic" performance evaluation framework,considering resource efficiency,economic efficiency,and social efficiency,an evaluation index system of high standard farmland construction performance was established consisting of 22 evaluation indicators in four dimensions of "decision-making process output effect".Then,the fuzzy comprehensive evaluation method is used to construct the corresponding membership function,and the hierarchical membership of each evaluation indicator in the project is calculated.The evaluation results are obtained based on the fuzzy weight vector and fuzzy comprehensive evaluation matrix,forming a high standard farmland construction performance evaluation model based on the fuzzy comprehensive evaluation method.Finally,taking the high-standard farmland construction project in A town as an example,the empirical study was conducted to analyze the overall project performance and influencing factors,and suggestions were put forward for performance improvement.The results indicate that the overall performance of the A town’s high standard farmland construction project is good and can achieve the expected goals of the project,but there is still room for improvement.Eight indicators,including the unit price of investment per unit area,the proportion of social investment,the participation rate of farmers,the deviation rate of capital expenditure,the completion rate of high standard farmland,the rate of new cultivated land,the rate of agricultural technology promotion,and the rate of labor employment increase,accounted for 70%,60%,50%,50%,50%,60%,70% and 50%respectively in the "obstacle factor" level.Therefore,the unit price of investment per unit area,the proportion of social investment,the participation rate of farmers,and the promotion rate of agricultural technology are the main obstacles to the construction of high-standard farmland in A Town.Based on the analysis of performance evaluation and hindrance factors,countermeasures and suggestions were given to improve the effect of high-standard farmland construction in A town:(1)Increase the sources of funds for high-standard farmland construction,guide social capital to participate;(2)Strengthen publicity and education to stimulate farmers’ enthusiasm for participation;(3)Attach importance to agricultural technology innovation and strengthen agricultural.
