| The rural ecological environment is the basic for the survival and development of farmers.Its destruction will not only seriously affect the process of agricultural production and development,but also reduce the quality of rural living environment.Therefore,the research and implementation of the compensation policy for pastoral ecology has been paid much attention.Since the 1980 s,many experts and scholars have been engaged in the research of agricultural ecological compensation.They not only found the problems in the implementation of ecological compensation policy,but also put forward the corresponding solutions.As an important part of the agricultural ecosystem,the pastoral area,namely the field and land,is the main carrier for farmers to engage in agricultural production activities.However,in recent years,it has suffered more and more serious damage,and the pastoral ecological environment is in urgent need of protection.Therefore,this paper focuses on the current situation of the implementation of pastoral ecological compensation and how to establish a reasonable compensation standard,so as to achieve the purpose of protecting the pastoral ecological environment to the greatest extent.Rural ecological compensation refers to fully adopt fiscal,tax,and a series of economic measures to encourage farmers to market,in order to maintain rural ecosystem service function,adjusting rural conservationists,beneficiaries and destroyer of interest relationship between the three,internalize the external cost of agricultural production activities,to maintain the sustainable development of rural ecological purpose.The research on the status quo and compensation standard of pastoral ecological compensation is conducive to the improvement of pastoral ecological compensation mechanism and the formulation of reasonable pastoral ecological compensation standard,which can better mobilize the enthusiasm of farmers to protect the pastoral ecological environment,so as to achieve the purpose of protecting the pastoral ecological environment and realizing the sustainable development of agriculture.This thesis is mainly divided into six chapters,the first chapter is an introduction of this topic’s significance and background,and the topic’s main research content and the research methods used.Firstly,the basic framework of the paper is constructed by studying the thought map.Secondly,on the basis of reasonable collation,analysis and evaluation of domestic and foreign literature,the innovation points and shortcomings of this paper are put forward.The second part is mainly about the relevant concepts of rural ecological compensation and involved in the theory study,mainly including the related concept of analysis of rural ecological compensation and related theoretical research,by using the method of literature research,part of the rural ecological compensation theory summarize,this chapter mainly constitutes the theoretical part of the article.The third chapter mainly analyzes the possible problems and current situation of the implementation of the pastoral ecological compensation policy in the research area.The fourth and fifth parts are the core parts of this paper.The fourth part mainly analyzes the main factors affecting the implementation of the pastoral ecological compensation policy by Logistic regression method based on the collected and sorted data,and obtains the main factors affecting the implementation of the pastoral ecological compensation policy.According to the analysis of the fourth part,taking huaiyuan county as an example,the conditional value evaluation method was adopted,and the willingness of farmers to be compensated was interviewed in the form of questionnaire.The sixth part,based on the analysis of the fourth and fifth parts,draws the conclusion of the research,and puts forward the corresponding countermeasures and Suggestions for the problems existing in the implementation of the current pastoral ecological compensation policy. |
