The Evolution Of Creative Industry Clusters From A Governance Perspective

During the age of globalization,the slogan of "Created in China" is put forward.Many cities has focused on promoting the evolution of creative industry clusters as the key to improve core competitiveness.Based on economic reform and the transformation of government functions,creative industry clusters in china is changing from management to the context of governance.It is a unique perspective to study on the evolution of creative industry clusters based on the theory of governance.Although the theory of cluster governance has been equipped with a systematic research framework,very few scholars,however,use cluster governance as the tool to analyze the question that how does good governance promote the evolution of creative industry clusters.this means that almost all the studies on creative industry cluster evolution is limited on evolution characteristics and factors.Based on the above understanding,this paper puts forward a core issue:Does good governance effectively promote the evolution and upgrading of creative industry clusters?Chapter organization is as follows:Chapter 1(Preface)gives out reseach background,core issue and content arrangement.Chapter 2 is a review of related research.Chapter 3 constructs the mechanism how governance promotes the evolution of creative industry clusters.The paper creates the structure and mechanism of creative industry cluster governance;points out the process and features of creative industry cluster evolution,illustrates the interaction between governance and evolution.Chapter 4 and 5 takes Yixing Zisha cluster as an example,summarizes the process and features of its evolution,and then analyzes the effect of both formal and informal governance on the evolution of Yixing Zisha cluster.Chapter 6 displays the conclusion,policy suggestions and research prospects.Finally,this paper gets the conclusion as below:(1)Good governance is able to promote the evolution and upgrading of creative industry clusters.Governance of creative industry clusters is composed of both formal and informal mechanism.The evolution and upgrading of creative industry clusters is a quantitative process which shows both industrial attributes and spatial attributes.Governance and evolution of creative industry clusters display the interaction of claiming and responsing.With the coordination of formal and informal mechanism,resource integration and capital accumulation can be accelerated,therefore promotes the development of creative industry clusters.(2)The evolution and governance of Yixing Zisha cluster confirms the first conclusion.The evolution of Yixing Zisha cluster is clear and excellent,which confirms the four characteristics of the evolution of creative industry clusters.Both formal and informal mechanism coordinate actively to promote the evolution of this cluster,which confirms the logic of claiming and responsing.
