Catford's theory of translation shift is that we can fully understand the inherent rules of the use of lexical,syntactic structure and expression in both English and Chinese.It provides a theoretical basis for translation practice and is worthy of reference by translators.This translation task is an Annual Summary of the Australia Department of Foreign Affairs and Trade and it is about the diplomatic achievements in relation to Europe and the main points are about Australian Government Department's policies of Europe,trade negotiations,trade and investment,tourism and private sector engagement,multilateral policy,development and so on.In this paper,I used the Class Shift theory to translate the "2015-16 Annual Report Australian Department of Foreign Affairs and Trade"(abbr.2015-16 AROADFAT).To study the corresponding examples of English-Chinese translations such as translate adjective and adjective phrase into verbs and verbs into nouns and noun and noun phrase into adjectives,to solve a series of problems in the use of terms in such texts as translating government reports.And points out the necessity of translation transfer in the process of translation.
