The Manchus fought against the Ming during the Northeast,but the management system was much worse than the Han people.Therefore,it would be wise to attract Han scholars to participate in the government affairs.However,because ethnic minority rulers maintain their own privilege and vigilance with advanced Han culture,they use the "Eight Banners" as a distinguishing point,treating Manchu and Han people separately,prohibiting Manchu and Han people from trading and living.There are also differences in the administration of the dual management system and the judicial system.It is hoped that this will be used to protect Manchu people's cultural traditions and maintain the privilege and rule of Manchu.Although the "Qimin separation and control" policy implemented in the early Qing Dynasty could stabilize the order,some of these policies have undermined stability.With the national unification,the ruler will focus on the governance of the internal affairs,it is necessary to make adjustments to meet the needs of the development of the new environment.First of all,the Qing government implemented the "Qimin divide and control"policy to support Manchu's life,contributed to Manchu's arrogant style,and had to sell its remaining real estate in order to maintain a luxury lifestyle.This would inevitably break the Qing government's prohibition of trade.The ban,The transaction of land and houses between Manchu and Han nationalities will inevitably lead to a change in the pattern of residence,and the situation of intermingling Man and Han will gradually develop.It made the management more difficult.With the gradual stabilization of the domestic situation,the effective management and control of local security has become the top priority.Under this circumstance,the unified management of Manchu and Han is also inevitable.The Manchus relied on privilege to disturb public security and became a problem that the Qing government must solve.During this period,the Qing government gradually eliminated the judicial inequality between Man and Han and dealt with them equally.At the same time,the rulers' ideological changes have also taken place.In the early Qing Dynasty,rulers often had more ethnic discrimination.As represented by the emperors Kangxi,Yongzheng and Qianlong,the national thought in the mid-Qing Dynasty has undergone a major transformation.The Emperor Kangxi reestablished Confucianism as his ruling ideology.Through his continuous learning and interpretation of the Confucian classics,scholars gradually recognized that"Britishness" could also be inherited.In the "Da yi jue mi lu",Emperor Yongzheng systematically summed up the concept of Huayi.Within the united states,Huaxia and the barbarians jointly serve the emperor,and the relationship between the monarch and the empire replaces the Huayi relationship,and they find a theory for the "China"of minority rule.in accordance with.Emperor Qianlong clarified the heritage of China and believed that the completion of a major unification undertaking dominated China is the process of inheriting China.Objectively speaking,this kind of debate has raised the status of ethnic minorities as equals with the Han nationality.It regards "China" as a "Great China" that includes both the mainland and remote borders.It can be said that until the Emperor Qianlong At the time,China had created what is today called the "Han-based,multi-ethnic common development."
