This report is completed on the basis of the translation practice of the Part 1,Part2 and Part 3 of Resource Management Act 1991 of New Zealand(reprint in 2009).The concept of “the sustainability of environment” has formed for long,while Resource Management Act 1991 of New Zealand is the first national law that enacted with the guiding principle of “sustainable resource management”.As the material basis that humans live for existence,environmental resource is a paramount element for people's living conditions and state of lives.Therefore,in order to provide supplements and references for China's resource management,the translation practice and translation report of Resource Management Act 1991 of New Zealand were made.The legal texts have the characteristics of exact words,rigorous text structure and formal texts.Therefore,it is necessary to apply corresponding translation approaches and accurate target words in the practice of translation.This report analyzes the characteristics,as the accuracy of the words and the rigorous of the sentences of the original text and applies equivalent translation and translation shifts of Catford as the guiding theory in the process of translation,and combines with the translation approaches of specific words and sentences,such as the translation of archaisms,modal verbs and prepositions,to discuss the experience and difficulties of legal text translation.
