The author chose Chapter Six of Administrative Law and Process of West Nutshell Series as the source text of the translation.Over the process of translation, the author found the emergence of abundant legal terms and passive sentences in the source text had constituted a great challenge to the translator. In order to cope with these problems, the author explored some translation methods and translation techniques with the guidance of Nida's functional equivalence theory. At the lexical level, when the concepts are equivalent, literal translation with choice of the exact words was used. When the concepts are partly or nearly equivalent, the functional equivalent words were employed. And when the concepts are completely different, paraphrasing was adopted. At the syntactic level, the translator applied some appropriate translation techniques to the translation of passive sentences, including translation into passive sentences, active sentences and non-subject sentences,so as to reproduce the meanings and cultural connotations of the source language in the target language to the utmost extent.
