With constantly increasing comprehensive national strength and rising international status,China's government documents have gradually attracted the attention of international community and become one of the crucial channels for understanding its national conditions.Made in China 2025 is the first ten-year action plan for transforming China from a manufacturing giant to a manufacturing power,it has the following characteristics.At lexical level,words are formal,concise and accurate,and there are a large number of expressions with strong Chinese characteristics.At syntactic level,the majority of sentences in the government document are zero-subject sentences and complex sentences.At textual level,paragraphs are divided according to the content and function,and there are no obvious cohesive words.Functional equivalence theory focuses on the receptor's response,emphasizing that the response of the target readers is equivalent to that of the source readers,and points out that the essence of translation is to reproduce the source text with the closest natural equivalence in the target language.Based on Nida's functional equivalence theory,the translator uses examples to analyze the source text from three levels,including lexical level,syntactic level and textual level.In the translation process,the translator employs different translation methods to solve the problems.At lexical level,for the translation of expressions with Chinese characteristics,numeral abbreviations and category words,the translator can adopt the methods of literal translation plus annotation,free translation,deletion and so on.At syntactic level,the translator should pay attention to the point that Chinese focuses on parataxis while English stresses on hypotaxis.Therefore,for the translation of zero-subject sentences and complex sentences,the translator should carefully analyze the syntactic structure and use the methods of subordination,transformation of active sentences to passive sentences,adding the subject and so on.At textual level,the translator needs to pay attention to the textual style and the cohesiveness between sentences.On the basis of comprehensive understanding of the source text,the translator should make every effort to find out the logical relationship between sentences and adopt the methods of conjunction and reference to achieve functional equivalence.The application of functional equivalence theory to the translation of government documents can not only be faithful to the source text to the greatest extent,but also make the target text smooth,natural and easy to be accepted by readers,so as to achieve the purpose of external publicity.By finishing the translation,the translator realizes that translation is an exceedingly complicated process rather than a simple conversion from one words or sentences or,paragraphs to another.In the translation process,the translator must first accurately understand the language and stylistic features of the source text;secondly,understand the characteristics of the target language and the expression habits;and finally,master solid professional knowledge.A qualified translator must be well equipped with knowledge of source language and target language,cultural background knowledge and translation theories.It is hoped that this translation report can provide some references for the future research on the translation of government documents.
