In April 2015,the National Development and Reform Commission, the Ministry of Foreign Affairs and the Ministry of Commerce issued the Vision and Actions on Jointly Building Silk Road Economic Belt and 21st-Century Maritime Silk Road, declaring the Belt and Road Initiative has entered the overall progress stage and has opened a new era of economic globalization. In the past four years,Chinese enterprises have built 56 economic and trade cooperation zones in more than 20 countries, and have created nearly $1.1 billion tax and 180,000 jobs for the countries concerned. As the total trade amount is increasing, the bidding business of various countries and regions has boomed. In accordance with international practice, many large and medium-sized projects are carried out in the way of International Competitive Bidding(ICB),and the tendering and bidding documents related to the procurement of goods, projects and services are required to be written in English. Therefore, the translation of bidding documents is very important. The general bidding documents consist of three parts:economic, commercial and technical bid.As the main contents of this technical document are the construction plan and the construction organization design, with the technical level of the construction method, thus the translation of the source text involves the methods used in EST translation.Nida's functional equivalence theory holds 'that in translation, the translator is not concerned with the one-to-one correspondence between source and target information, but a dynamic relationship, that is,the relationship between the target reader and the message conveyed in target language should be basically the same as the relationship between the source language reader and the source text information. This practice report is based on C-E Translation of the Excerpt of Bidding Document of Botswana Fairscape Precinct Commercial Holdings. The author first analyzes the language characteristics of the document and then discusses skills applied and the difficulties when achieving the lexical, syntactical, textual and stylistic equivalence from a large number of examples. Then the author summarizes the findings and deficiencies in the translation of this practice report. The purpose of this paper is to enable the translators to better understand the language features of bidding documents and to master the translation methods and strategies under the guidance of functional equivalence theory.
