In order to explore the psychological factors of health of civil servants in China and its influence,a total of two studies the design method in this paper uses a combination of quantitative and qualitative analysis of a study: in a large number of domestic and foreign literature on the basis of combining interviews and open questionnaire,is developed for the localization of the group with the amount of mental health for civil servants table two;research the self-designed "civil servants mental health scale","optimistic personality scale","locus of control scale","organizational climate scale" as a measurement tool,for a total of 659 civil servants in various regions of Fujian province were tested,theoretically exploring the optimistic personality and locus of control organizational climate on mental health mechanism.The results of this study are as follows:(1)the self compiled mental health scale of civil servants mainly contains 5 dimensions,which are the sense of efficacy,the sense of value,the sense of direction,the sense of trust and the self-control.The scale has good reliability and validity,and has good fitting degree.It is suitable as a measuring tool for civil servants' mental health.(2)the overall mental health of civil servants in Fujian is good,and there are significant differences in demographic variables such as age,sex,working years,marital status,administrative level and annual income.(3)the mental health of civil servants is significantly correlated with optimistic personality,locus of control and organizational climate.Civil servants' optimistic personality,internal control and locus of locus of control can predict the mental health level of civil servants.(4)internal control in locus of control plays a partial mediating role between civil servants' optimism personality and mental health.Interpersonal relationship,management style and organizational stratification in organizational climate play a significant role in regulating the influence of optimism personality on mental health.Specifically,interpersonal relations regulate the first half and direct path of mediation process.Management style regulates direct path,and organizational hierarchy regulates the first half of intermediary path.That is when the interpersonal relationships in the organization level is better when the positive effect of optimistic personality and mental health of civil servants internal control will significantly enhance the level of organizational management style;when the atmosphere is better,the positive influence of optimistic personality of civil servants' mental health will be significantly enhanced;when the organizational hierarchy level in the atmosphere better when the positive effect of optimistic personality will significantly enhance the internal control of the civil service.
