For the Balance between Right and Power: The Construction of Law-Governed China and the Governance of Soft Law is an academic book written by Luo Haocai.This project report is about the translation of “Governance Logic of Administrative Law,” an academic paper in this book.This paper illustrates Luo Haocai and Song Gongde's ideas regarding the governance logic of administrative law in six different aspects.First,it introduces the reason for the acceptance of administrative law;second,it reevaluates the formation mechanism of administrative law;third,it restores the field of administrative law and formulates the roles of administrative law;fourth,it expands the scope of administrative law from administrative action to reciprocal administrative relations;Fifth,it envisages to establish a discourse framework in administrative law;and finally it analyzes the asymmetric balance of administrative law.In Governance Logic of Administrative Law,Luo Haocai and Song Gongde used eight graphs and some pictograms to share their ideas about the basis of interests in administrative law,the action logic of administrative law in the field,the type of interactivity in administrative relations,the ideal discourse model of administrative law,the governance structure of administrative law,the balance of administrative law and so on.As Chinese and English have vast differences,for example,Chinese is a paratactic language but English is a hypotactic language,the translator is duty-bound to shift cohesion in order to improve the degree of acceptability of the translation work in the target culture.And Shoshana Blum-kulka has proposed that the shifts in cohesion that affect translation have two directions.One is the level of explicitness,the other is text meaning.Faced with difficulties of cohesion,the translator uses Halliday and Hasan's cohesion theory as the guiding theory in the translation process.According to the cohesion theory of Halliday and Hasan,cohesion can be divided into grammatical and lexical cohesion.Grammatical cohesion includes reference,ellipsis,substitution,and conjunction,and lexical cohesion includes reiteration and collocation.In the translation process,the translator will firstly analyze the function and meaning of Chinese sentences and then decide the structure and form of the English translation.In the revising process,the translator will focus on the cohesive devices used in translation and endeavor to conform to academic writing requirements in English.
