Cultural and creative industries are the core industries in the era of knowledge economy.They have become or are becoming new engines of economic growth in some countries.Compared with the developed countries such as the United States and the United Kingdom,our cultural and creative industries have started relatively late,and the development is not mature.The supporting financing and copyright protection measures are not perfect.Under the increasingly competitive international competition pattern of soft power competition,our country has gradually realized that cultural creativity plays an important role in international competition.In recent years,China's industry has developed rapidly,and the relevant support policies are becoming more and more perfect.Chinese culture is showing our cultural confidence to the world and transmitting our Chinese dream.Cultural and creative industries play an important role in China's industrial structure adjustment,coordinated economic development,consumption upgrading and supply side reform,and become an important support for the new economy.In 2016,the total revenue of the national cultural market operating units reached 4 billion 856 million 937 thousand yuan,and the total output value of cultural leisure and entertainment services was 1 billion 674 million 765 thousand yuan.In 2015,the consumption demand of urban and rural culture and education in China increased by 13.27%,and the per capita growth rate was 12.19%.In the face of the rapid growth of cultural and creative industries,this paper tries to find the important factors that affect the growth of the industry,and determine the way to enhance the competitiveness of Hubei cultural and creative industries,find out the reasons for the gap between the better cities and develop the system of upgrading the method based on the characteristics of Hubei province.This article generalizes the current situation of domestic and foreign culture and related industries and the research achievements of predecessors,and gives the definition of cultural and creative industries.In the connotation of cultural and creative industries,in order to ensure the unification and comparability of data caliber in the post,this article follows the classification of culture and related industries(2012)standard by the National Bureau of statistics.Based on the related theories and research methods of the industrial competition model,industrial competitiveness and culture and related industries,and considering the particularity of the cultural and creative industries,the competitiveness of the cultural and creative industries is analyzed,and the competitiveness index system of the industry is determined,and the local experts in Hubei are competing for the competition.The weight of each factor is calculated by AHP.Based on the standard layer of the index system,this paper analyzes the development level of the indexes of the cultural industry industry of Hubei province in each index layer,tries to find out the problems existing in the development of the industry in Hubei,and finds the ways to improve the competitiveness of the industry.In view of the application of data envelopment analysis(DEA)to the comparison of the investment efficiency of the six provinces in Hubei and central China,and the analysis of the efficiency of government input-output efficiency in Hubei province for five years,the results and reasons for the efficiency of investment efficiency of Hubei provincial government are obtained.In view of the existing problems in the development of cultural and creative industries in Hubei Province,the experience of developing better cities at home and abroad and at home is put forward,and the corresponding countermeasures are put forward.
