A baseline survey is a preliminary survey that is conducted to find out the status quo of the program and toassume the responsibility for evaluating program implementation and reporting program progress to program management and executive departments.The purpose of a baseline survey is to gather fundamental data for monitoring and evaluation so as to establish a reference system for future monitoring and evaluation.Therefore,an accurate translation is of great importance to promote scientific process of decision,improve efficiency and effect,and prevent corruption during the implementation in agricultural program.British translation theorist Peter Newmark believed in his text typology theory that different translation strategies shall be adopted in different text categories,and he put forward semantic translation and communicative translation on the basis of his study.Semantic translation centers on the semantic content of source text while communicative translation emphasizes essentially on the comprehension and response of target language receptors.The text of agricultural program is standardized,objective and logical,thus according to Newmark‘s typology theory,it can be obviously categorized as informative type,accordingly in translation practice,semantic translation can be used to accurately reproduce the exact contextual meaning of the original while communicative translation makes the translation concise and easy to understand.The research report is based on A Baseline Survey Report on the Sustainable Agricultural Development Program Funded by the World Bank Loan of international financial loan program for Gansu Province.By comparing translation versions of the first draft and final manuscript,the report discussed translation strategies and methods of the text of agricultural program through the analysis of specific application of semantic translation and communicative translation in difficult cases of translation practice.The report shows that semantic translation and communicative translation have a certain guiding role for the translation of agricultural programs and in the translation process,a comprehensive application of both strategies should be adopted according to the specific situation to reach the goal of being faithful to the original text and meeting the communicative needs.To some extent,semantic translation and communicative translation can effectively remove obstacles between source text and target text,and accurately convey the meaning of the original and meanwhile enhance the readability of translation.
