In order to strengthen the cooperation of international law enforcement,a provincial department in China has assigned a coaching team of 6 police to a foreign country to conduct a mission for propagating narcotics control.To go with them,there must be some lecture material in English,translated from original Chinese texts concerned.The provincial department,then,entitles the author of this report and two other colleagues,in an indirect way,to this translating task.Based on the achievement of the provincial department on narcotics control work,and knowing the actual narcotics control situation of the foreign country,the coaching team is to propagate the control work systematically and train its policemen accordingly,so that the police over there will fully understand the importance and urgency of narcotics control and be able to improve their combat effectiveness in narcotics control policing.With such an intention,the lecture material for the team becomes the source text for the translators,which consists of eight parts,namely,Research and Judgment on Narcotics Control Intelligence Information;Types and History of Narcotics;Narcotics Prevention Education in China;Detoxification Work in China;Analysis on Troubles and Accidents Caused by Narcotics Addicts;Management of Precursor Chemicals;Narcotics-making Criminal Cases;and Public Investigation and Seizing of Narcotics.This report,over the author's actual translation practice,has made a comprehensive analysis on the translation of the lecture material under the guidance of the Skopos theory.It comes to a conclusion that,to realize the purpose of propagating and training,the lecture material,although written in standard Chinese with a provincial color,must be translated into a kind of English which is easily readable,understandable and acceptable to the local policemen;therefore,it is necessary for the translators to adopt corresponding strategies,methods or techniques in solving difficulties on a lexical,sentence or textual level,in bridging different emotional or cultural backgrounds,in making the target texts functionally faithful to the source ones,and in keeping a dynamic equivalence on achieving the same expression effects between the source and the target.
