Pei Ju,who was Born in Pei's family in Hedong, successively served as an official in the Northern Qi,Northern Zhou,Sui and Tang Dynasties. He was one of the core members of the ruling group of Emperor Yangdi of Sui Dynasty, and also the most concerned officials about frontier and national issues during the period of Emperor Yangdi of Sui Dynasty,He became prime minister after returning to the Tang Dynasty. He played an important role in the internal affairs and ethnic relations of the Sui and Tang Dynasties.Among them, the activities of the ethnic relations with the Sui Emperor were outstanding, but they were also criticized.Through the existing historical materials, this thesis investigates Pei Ju and his management of the relationship between the Sui and Tang Dynasties, with a view to a clearer and more comprehensive understanding of the relationship between Pei Ju and Sui and Tang Dynasties and their relationship. The content of the thesis is divided into five chapters. The first chapter discusses Pei Ju's family background and its influence on Pei Ju.Whether it is the relocation of Pei Ju's "Xijuan Pei" in Hexi area, the higher cultural accomplishment of Pei Ju brought about by the Pei family's unique family studies and family customs,or the way Pei Ju formed in his early years to live in the official world, all laid the foundation for Pei Ju's future management of ethnic relations,or provided the possibility.Because most of Pei Ju's deeds in the internal affairs of Sui Dynasty and early Tang Dynasty are interacted with his participation in the management of ethnic relations, the second chapter investigates the relationship between Pei Ju and the internal affairs of Sui Dynasty and early Tang Dynasty.Pei Ju gained the attention of Emperor Wendi in the Sui Dynasty by calming the Lingnan rebellion.During Daye's reign,Emperor Yangdi's official system reform was taken as an opportunity to enter the core of the ruling group in the Sui Dynasty. Therefore,he was given the opportunity to participate in thedecision-making of ethnic relations in the Sui Dynasty. In addition,Pei Ju's way of life and political wisdom can be seen from his various performances in Jiangdu Palace, which is one of the important reasons why he can get the support of the rulers of past dynasties to participate in and preside over ethnic relations. After returning to the Tang Dynasty,Pei Ju first entered the prince's Palace on the basis of his experience in the struggle against Turkism. After Emperor Taizong's ascension,he was appointed as the Minister of the People's Republic of China and made many suggestions for the Tang Dynasty's internal affairs. The third chapter and the fourth chapter are the key parts of the thesis, which discusses Pei Ju's management of the ethnic relationship between Sui and Tang Dynasties. At the beginning of the establishment of the Sui Dynasty, the first year of Emperor Sui Dynasty faced a severe national situation.Under the premise of social and economic development and the support of the rulers,Pei Ju participated in and presided over the operation of ethnic relations around the Sui Dynasty. This includes his strategy of the Western Regions and Turks, and his handling of the relationship between Sui Dynasty and Koryo, including the story of Pei Ju's ethnic relations after his entry into the Tang Dynasty.Because most of the evaluation of Pei Ju is inseparable from his management of ethnic relations in Sui and Tang Dynasties, the fifth chapter discusses the historical evaluation of Pei Ju.The evaluation of Pei Ju in the Tang Dynasty and the Five Dynasties is relatively objective, but after entering the Northern Song Dynasty, due to the influence of the national conditions of the Northern Song Dynasty, historians' evaluation of Pei Ju is almost negative. The so-called image of Pei Ju in the later generations of "being loyal to the Tang Dynasty but loyal to the Sui Dynasty" was also shaped at this time, but this image can not objectively reflect Pei Ju's role in the Sui and Tang ethnic.
