Although there are many studies on military translation at home and abroad, most focus on its status and role.Few studies are done on the translation of military texts.Skopos Theory considers that translation is a purposeful behavior. And the key factor determining the practice is the purpose of translational action which is affected largest by the target receiver.Since the advent of the Skopos Theory, most of the studies about this theory are applied to the translation of military terms and military science and technology while lack of comprehensive and systematic researches on the typical features of military texts and its translation methods. In view of this circumstance, this thesis, based on E-C translation of Annual Report to Congress:Military and Security Development Involving the People's Republic of China, aims to explore typical features of military texts and propose feasible translation methods under the guidance of Skopos Theory.Taking the Skopos Theory as theoretieal guidanee, this thesis introduees its three rules, including the skopos rule, coherence rule and fidelity rule to the translation of military texts.Combined with the translation practice of Annual report to congress, this thesis analyzes the typical features of military texts:at lexical level, the military terms and common words with military meanings are frequently used;at syntactic level, the long sentences and passive voice are often used.By analyzing the translation purpose of Annual Report to Congress, that is,to make faithfully representation of original information and take readability-orientation in translated texts, this thesis proposes some feasible translation methods under the guiding rule of Skopos Theory.Through literal translation and annotation,it aims to accurately convey original information of military terms and meet the reader's expectation. The complex sentences and passive sentences are translated by the means of shift of perspective, division and amplification for the sake of coherence and readability.Based on these analyses,it is concluded that the translation of military texts with typical features should apply feasible methods so as to accurately convey original information, and to make the target reader to the maximum extent understand the military information carried by the source text for comnunicative purposes. In a word, guided by the Skopos Theory, this thesis takes examples from the Annual Report to Congress to analyze features of military texts, and puts forward corresponding feasible translation methods in combination with the purpose of translation practice,in the hope of attracting more scholars' interest and providing some inspirations for related theoretical and practical researches on the translation of military texts in the future.
