Research On Government Behavior In The Construction Of Quanzhou Public Cultural Service System

The gradual establishment and improvement of a public cultural service system covering urban and rural areas,serving the whole people,and providing high-efficiency and high quality is an important connotation to protect the basic cultural rights of the people and an inevitable requirement for building a well-off society.In recent years,governments at all levels in China have listed the construction of public cultural service system as an important agenda,as an important task for the transformation to a service-oriented government.As a famous historical and cultural city,Quanzhou is also one of the most dynamic regions with the largest economic aggregate in Fujian province.Quanzhou is striving to establish a national public cultural service system demonstration zone,and its government strategy and behavior at the cultural level need to be further planned and improved.This paper attempts to study the government behavior in the construction of Quanzhou public cultural service system.First,it discusses the connotation and extension of the public cultural service system,and explains the relevant theories of public culture and government behavior.At the same time,combining the two,focus on discussion and study of the extreme importance of government behavior in the public cultural service system.Afterwards,by comprehensively applying the new public service theory and public product theory,combined with the relevant data on the construction of Quanzhou's public cultural service system,the current status of government behavior was studied and analyzed,It was found that through government behaviors,Quanzhou City has vigorously strengthened the construction of public cultural service system,through a series of measures,a series of achievements have been made in basically realizing the full coverage of public cultural service facilities,improving public cultural organizations and cultural talent teams,the significant effect of the implementation of the cultural benefit project,and innovating and developing forms of public cultural services.However,at the same time,there are still problems such as insufficient systematization of public cultural services,insufficient balance,insufficient total cultural talent resources,unbalanced structure,and mismatch between the supply of public cultural services and public demand.The main reason is that Quanzhou has not paid enough attention to and invested in public cultural services,and there is a lack of "citizen-oriented" awareness in public cultural services provided by the government.In addition,the traditional system of the cultural sector also restricts the development of public cultural services.Therefore,this paper holds that Quanzhou City should learn from the advanced development model of public cultural services such as Shanghai and Xiamen,and adopt targeted strategies to optimize government behavior.For example,it is necessary to make up for shortcomings and improve the three-level public cultural facilities network,integrate resources and enhance the level of public cultural service supply and service capabilities,deepen system reform and provide institutional guarantee for public cultural services,strengthen capital guarantee,improve the construction of talent team,etc.This paper attempts to be a useful exploration and model in this field,in the theoretical level,to promote the academic community to make further in-depth study in this field,in the practical level,to provide reference for other cities to create public cultural service system construction.
