Typically,cold cities last up to 4-6 months throughout the winter,with an average temperature below 0 °C.Due to the harsh seasonal season,the cold city has to cope with the cold winter,the cold wind and snow,the plant landscape is wilting,and the crowd activity is greatly reduced.These problems directly affect the field of winter public art works and the behavior of the crowd,leading to the relative lag of urban public art development.With the rapid advancement of society,the design management profession is actively developing,and design management has been widely used,not just in the field of industrial design.Therefore,the theme of the thesis is from the perspective of design management,rational use of the cold climate characteristics,the construction of public art in the cold city,through the research of the subject to a certain extent to improve the winter urban landscape of the cold city.As a design work,urban public art pays attention to its design value,but pays little attention to the design process,and the negative problems in the design process are often neglected.Responsible for the different stages of the design process will not take into account other stages and levels,thus causing a disconnection in the design process.In fact,the four levels of design,investment,construction,and use are inseparable,so the comprehensive planning and management of the design process guarantees the realization of design value.Therefore,the paper chooses to use the design management theory as the basis,combines the life cycle of public art design in the cold city,explores the design management strategy,and forms the operational network system of public art health.The article collects a large amount of data for verification,and then through detailed analysis,draws a study on the related art management of cold art.The paper first expounds the research background,clarifies the feasibility and necessity of the research direction and content,and then analyzes the relevant theories of public art and design management in cold cities,including the analysis of the characteristics of public art in cold cities,and the management of design management.The guidance of public art design in cold cities,the basic theory analysis of public art in cold cities,and the related theories of design management applied to public art design in cold cities.Then from the macro level: design public policy,meso level: design project management and micro level: design implementation three levels to explain the design principles and methods of public art in cold cities.Finally,the design management theory is involved in the public artdesign of the cold city and a complete optimized design management strategy is proposed for the research content.The design,organization and control functions are carried out to design and manage the public art of the cold city.At the same time,the main methods used in this paper are case analysis,literature research,and field research methods.It is hoped that the public art design problem of cold city will be solved from the perspective of design management,and the design management research of cold art public art design in China will be provided to provide a comprehensive optimization and effective design management strategy for the public art design of cold city as a valuable reference.So that relevant design and design management personnel can have more clear processing methods and processes in the process of designing public art in cold cities,and provide some reference opinions and suggestions for the overall planning and design management of urban public art in the future.
