Research On The Balanced Supply Of Public Cultural Services Between Urban And Rural Areas In S County Of Fujian Province

The report of the 19 th CPC national congress clearly points out that the problems of agriculture,rural areas and farmers are the fundamental problems in China.Promoting the balanced supply of public cultural services in urban and rural areas is the important way to solve the problems of "agriculture,rural areas and farmers" and realize the revitalization of rural culture.However,the biggest difficulty in resolving the unbalanced supply of public cultural services in urban and rural areas lies in the grass-roots level.Therefore,how to promote the grassroots to achieve a balanced supply of urban and rural public cultural services,improve the level of supply has become a major practical issue in front of the grassroots government and even the party and the country.Through in-depth analysis of the present situation of urban and rural public cultural services supply in S county of Fujian province,it reveals that S county has problems in the supply of public cultural services in urban and rural areas,such as insufficient and unbalanced financial input in urban and rural areas,shortage and uneven distribution of cultural talents in urban and rural areas,unbalanced supply of cultural facilities and activities in urban and rural areas,and inadequate infrastructure management.Through field investigation and theoretical research,analyze the reasons for these problems in S county: First,the financial difficulties of the government;Second,there is deviation in the development concept of county government's public cultural service.Third,social forces' insufficient participation in public cultural services;Fourth,the urban and rural public cultural services supply environment is not good.By investigating the actual practice of balanced supply of urban and rural public cultural services in Jiashan county,Zhejiang province,Wujiang district,Jiangsu province,and Hui 'an county,Fujian province,this paper obtains useful experience and enlightenment,and bases on the specific situation of S county,Fujian province.To further promote the balanced supply of urban and rural public cultural services in S county of Fujian province from four aspects,namely,increasing capital input,changing the supply concept of government public cultural services,increasing social forces' participation in public cultural services and improving the supply environment,so as to accelerate the process of urban-rural integrated development of S county.It also laid a strong cultural foundation for the party and the country to step into a new situation in the new era of reform and made the people more confident in their culture.
