Undertaking the important role of our urban society, community becomes the core foundation to promote the social economic development in urban area.The key to construct urban community lies in its culture progress, which marks the city’s urbanization and modernization. Besides,being the premise of improving the city’s public cultural service system, it also realizes and safeguards the prosperity of the broad masses of the people’s basic cultural rights and interests, and continues to promote the culture of a critical path.Urban community culture construction is an important strategic plan to promote our national cultural construction. As urban residents’ basic living space, community has close contact with people’s life. Therefore, realizing the goal of cultural construction is also closely connected with the construction of urban community culture. Deeply boosting the city’s cultural construction lays a solid foundation for realizing modernization early, and it’s also a necessary requirement for modern social economic development. Therefore, how to effectively construct the urban community culture has become the focus of our attention.According to the field visits and research results of questionnaire, it is found that due to the community cultural construction’s undevelopment in the main idea, lacking of long-term planning, imperfection of the investment mechanism, operation mechanism and also the evaluation system of cultural activities etc., the following questions arise: First, the imperfection of the supporting facilities of community culture construction in the urban culture. It includes the imperfection of community cultural infrastructure, and the development of community cultural resources use and the unbalance of community cultural development between communities;Second, the low participation rate of community residents. It mainly includes the imbalance of main body in community cultural activities, the low participation rate of community residents and the inactivity in the areas of the department, and so on;Third, the ambiguity between the government functional departments and committees authority.It mainly includes the ambiguity of the government functional departments and committees authority, the low informatization level between community cultures,weakness and unreasonable structure cultural work at the basic level team. Fourth, the weakness of the residents’ community awareness. It mainly includes the unfamiliaritybetween neighbors, the less communication, the weakness of the residents’ belonging sense and volunteers’ organization etc. Therefore, in order to further promote the sustainable development of urban community culture, it is necessary to make principles of people—oriented, systemic, multiple, and also make the basic ideal and goals clear. First, strengthen the construction of urban community cultural infrastructure, the integration of urban community cultural resources. To establish a multi-channel community cultural capital investment system, the effective integration of community cultural resources, to achieve maximum effectiveness;Second, to create a special cultural brand activities, improve community participation rate. To people-oriented, to enhance the attractiveness of community activities, and actively guide, invite the community to participate in community culture and build a community culture, respected community characteristics, to create a community of a brand campaign;Third, improve the urban community cultural rules and regulations,standardize the management of urban community cultural construction. We should improve the urban community culture management system, improve the laws and regulations of community culture construction, improve the quality of community workers and volunteers, the integration of human resources;Fourth, the establishment of harmonious neighborhood relations, enhance the sense of community. To strengthen the guidance, positive energy transfer, provide communication platform,cultivate the community sense of belonging to community residents, pay attention to the whole community to enhance the quality of humanities education, community culture.
