Agriculture is the foundation of the country,but also the foundation of the people.How to develop agricultural economy is still a problem worthy of wide attention from all walks of life.For thousands of years,the ancestors of Xiangxi worked hard and made indelible contributions to the development of agricultural economy.The agricultural development led by the Qing government promoted the rapid development of agricultural economy in Xiangxi,and provided experience and reference for the sustainable development of agricultural economy and agricultural extension in the mountainous areas.After "Bureaucratization Naturalized Flow",the war made the land in Xiangxi waste,the "bad rules" of the Tutsi system still restricted the development of local agriculture,the agricultural production level was low,and people had few food to survive.At this time,the provinces hinterland development potential is not big,household registration increases day by day,but land is not expanded,so the reclamation of the Xiangxi became the urgent matter of Qing Dynasty,which happened to coincide with the political appeal of the rulers of the great unity.For this reason,the Qing dynasty abolished the ban that "if the Han people do not enter the cave,the Miao cannot leave the field".On the one hand,they allowed the migrants from the inland and the Han people to settle in the mountains.In addition to population adjustment,the Qing rulers also ordered their governors to carefully persuade the people to take agriculture as the foundation,and set the number of people recruited and the number of people cultivated as the standard for officials.To encourage the people to actively cultivate wasteland,for the new reclamation land then the official gave seed and credentials;the Qing Dynasty also encouraged the introduction of high-yielding crops from the Americas and urged the wide planting of cash crops and the development of fishery.In addition,the Qing Dynasty,on the one hand,abolished the old practice of collecting taxes one by one,on the other hand,stabilized the tax amount and exempted the tax from time to time.What’s more,the implementation of these measures provided a once-in-a-lifetime historical opportunity for the development of agriculture in Xiangxi.With the implementation of the agricultural development policy,the surplus labor force in part of the hinterland was resettled,and the agricultural population reduced by the unrest in Xiangxi was also supplemented.These immigrants from other places entered Xiangxi in different ways,such as doing business and working as domestic laborers,thus expanding the economic and cultural exchanges among ethnic groups.With advanced production technology,production tools and the spread of high-yield crop varieties and promotion,Xiangxi’s agricultural land reclamation area to further expand,farming technology matures,increasingly rich crops variety,but also deepenedthe degree of local agricultural commercialization,narrowed economic development gap between the Xiangxi and the "in place".Although other resources were not properly developed and utilized during this period and were destroyed,from the perspective of economic development,the agricultural development policy implemented by Qing Dynasty in Xiangxi after the "Bureaucratization Naturalized Flow" broke the original closed natural economic model,and a new pattern of agricultural production structure appeared.The emergence of the new pattern of agricultural production structure is an important link for the breakthrough development of agricultural economy in Xiangxi Area.Therefore,the Qing dynasty’s agricultural development in Xiangxi was successful and the advantages outweighed the disadvantages.
