The "Autonomous Guidance Department" is an organization of the Japanese Kandong Army,which took over the occupation of northeast China after armed occupation in 1931.It mainly aims to achieve the purpose of forging and controlling public opinion,and creates conditions for it to create the ambition of the Northeast to leave China and foster the pseudo-Manchukuo regime.Established in Shenyang on November 10,1931,under the Ministry of General Affairs,Society,Investigation,Supervision and other departments and autonomous training institutes,traitors Yu Chong Han as minister,Japanese Nakano Fuyi,Chinese and Western Minxian as advisers,ministers and members of most of the Japanese,funded by the Kandong Army,all policies and activities must be closed consent of the Eastern Army.Its task is to supervise and guide the county administration,piece together the county level pseudo-political power,detect the movement of people's hearts,prevent the occurrence of "anti-inverse behavior ",and carry out the propaganda and caressing work.After the establishment of the Ministry,a "ministerial order" was issued to the counties to carry out the regulations and articles of association of the Ministry of Guidance,to abolish the original county governments or autonomous maintenance committees,and to re-establish the "steering committees of county autonomy" and "executive committees of county autonomy ",the former being supervisory organs and the latter executive organs,in which the heads of the steering committees of self-government were appointed by the Japanese in the steering department.The backbone of the puppet regime in each county is mostly filled by traitors trained by the Autonomous Training Institute.Autonomy The Steering Department has also established consultative councils to consider important matters to be implemented.Japanese invaders often use the agency to steal local "public opinion ",engage in deceptive propaganda,and try to deceive the world in the name of " autonomy" in the northeast.After the establishment of the puppet Manchukuo in March 1932,the "Autonomous Guidance Department" was dissolved nominally,but in fact it dispersed power to various organs of the pseudo Manchukuo state,and still played a supervisory and guiding role in it.
