Since the beginning of the new century, with the deepening of the industrialization process in the world, the development of service sectors is constantly surpassing the traditional industrial sectors in many countries. At the same time, the era of knowledge economy will come in an all-round way.New economic growth points, such as high-tech industry, education industry, cultural and creative industry, are emerging constantly.China's economic development has also experienced a ‘miracle' type of growth. The speed of China's economic development is quite rapid. After the 18 th National Congress of the Communist Party of China,China's economy has gradually entered the ‘New Normal'.For example, the mode of economic growth has been changing and the adjustment of industrial structure is also in progress. As a knowledge-intensive industry, cultural industry is regarded as a sunrise industry in the new century by many scholars and experts. Therefore,we should seize the good opportunity of the cultural industry to develop it actively and narrow its regional differences. And we must promote the common prosperity of cultural industry among regions to build a powerful cultural country. The level of regional agglomeration of cultural industry can effectively measure the development of cultural industry in a region.Usually,in a region, the higher degree of agglomeration, the better development of cultural industry, and the more ahead of other regions.Under the influence of resource endowment, policy difference, economic development level and other factors, there are certain regional differences in the level of cultural agglomeration industry in China. However, with the development of economy, the cultural industry,as a sunrise industry,is likely to become one of the pillar industries of China's economic development in the future. If the regional differences in the level of cultural industry agglomeration continue to widen,it will not be beneficial to build a powerful cultural country and to the coordinated development of China's regional economy.Firstly, based on the provincial panel data from 2000 to 2017,we use the location entropy method to measure the level of China's cultural industry agglomeration and analyze the regional differences in the level of China's cultural industry agglomeration and the reasons for the differences. Then, according to the convergence theory,we use the ?-convergence model and ?-convergence model to test the convergence of the development of regional cultural industry agglomeration in China, and analyze the causes of convergence. We find that there is certain imbalance in the regional development of cultural industry agglomeration level in China. There is no ?-convergence in the development of cultural industry agglomeration in China. There are both condition ?-convergence and absolute ?-convergence in the development of cultural industry agglomeration. Finally, according to the conclusion, the paper puts forward the corresponding policy suggestions to promote the healthy and sustainable development of cultural industry in each region of China as follow. Each region should give full play to its own advantages and then improve the level of cultural industry agglomeration constantly.More exchanges and cooperation should be carried out among regions to promote each other.More efforts should be made in talent training and talent introduction.Economy should be vigorously developed to make the ‘Solid Strength' of economy and the ‘Soft Strength' of cultural promoted together.Innovation ability should be improved to grasp the demand dynamic of cultural market.Relevant laws and regulations should be improved to strengthen the protection of property rights of cultural products.
