In the framework of Cognitive Pragmatics, the writer uses Relevance Theory to study Chinese-English interpreting strategies for national leaders’ speeches. For a long time, the leaders’ speeches have received a wide attention from the world as an important form of political and cultural exchange.Previous studies have explored the interpreting strategies of speeches from different perspectives, but these studies have done little research on Chinese-English simultaneous interpretation. In fact, the simultaneous interpreting strategies of Chinese-English interpretation of leaders’ speeches reflect the efforts of the interpreters in order to achieve the best relevance in their work, and there are not many related studies at present.Relevance Theory is an important part of Cognitive Pragmatics Theory. It points out that successful communication is an explicitness-inference process involving information intention and communication intention.Among them, the speaker should clearly display the intention of the information, and the listeners can infer the communicative intention of the speaker by finding the optimal relevance. The degree of relevance of discourse depends on the contextual effect and processing effort. The contextual effect is directly proportional to the association, and the processing effort is inversely proportional to the association. The optimal relevance is to use the necessary processing effort to achieve sufficient contextual effects. This article mainly discusses two aspects, that is,the cultural and syntactic interpreting strategies in Chinese-English interpretation of leaders’ speeches under the guidance of relevance theory. The writer uses the methods of quantitative analysis and cases study and also uses Premier Li Keqiang’s four Chinese-English speeches from 2016 to 2018 as the analysis object.Under the guidance of the framework of Relevance Theory and its core elements, the writer researched the interpreting strategies of the leaders’ Chinese-English speeches. This research found that:(1)Li Keqiang’s speeches used more culturally ancient poems,three-character structures and idioms.(2)when interpreting the long difficult sentences and no-subject sentences in Li Keqiang’s speeches, the methods, such as supplementing subjects, using antecedent “it”and passive voice, were used.Based on Relevance Theory, this thesis studies the interpreting strategies of Chinese-English interpretation of Li Keqiang’s speeches from the perspective of the culture and syntactic structure. This thesis explores the application of multiple interpretation strategies and methods such as literal translation, free translation, and supplementation.I hope this thesis can provide some guidance for related persons who are engaged in interpretation theory research and interpretation practice.
