Research On The Problems And Countermeasures Of Multiple Subjects In The Supply Of County-level Public Cultural Service

The enhancement of the soft strength of culture is one of the Eighteenth National Congress of the CPC new requirements of China's economic and social development based on the goal of building a well-off society in an all-round way.The Eighteenth National Congress of the CPC require to promote the building of a socialist cultural power,to improve the public cultural service system,to achieve the strategic objectives of the basic completion of the public cultural service system in 2020.Accordingly,the construction and improvement of public cultural service system requires the government to assume more responsibility in the field of public cultural services.However,with the growth of the demand for public cultural products and services and the development of multiple subjects of public cultural services in recent years,the government's monopoly on the supply of public cultural products and services is becoming more and more obvious,to encourage and support the participation of multiple subjects in the supply of public cultural services plays an important role in the construction of a perfect public cultural service system.The county-level public cultural service system as a complete system,a service system,plays an important role in the background of the construction of public cultural service system,The key to the development of equalization of basic public cultural services is in the county.However,due to the small scale of economy,insufficient investment,the obvious contradiction between supply and demand,small platform of high level,high quality professional talents and social capital attraction is very limited,the lack of ability of citizen in participation and limited channels,lack of public responsibility of market players,the plight of the development of non-profit organizations and many other problems,it is not perfect when multiple subjects get involved in supply for the county-level public cultural service.Aiming at the above problems,this paper absorbs researches of domestic and foreign,taking Polycentric theory,Synergy theory and Citizen participation theory as the theoretical basis.This paper took H county in S province as the object of study and try to find out the reason of regularity of these issues by investigation and analysis,and the give out some comments and suggestions.The paper was divided into five parts,the first part introduce the background and significance,the study contents and methods;The second part mainly talked about the core concept and theory basis of this paper;The third part analyzed the straits of multiple subjects of H county when participate in the supply of public cultural services;The forth part analyzed the causes of the straits of multiple subject participation in County Public Cultural Service;The last part put forward some countermeasures to improve the participation of multiple subject in County Public Cultural Service.
