For a long time, energy and economy have been a hot issue in China and even the entire international community. After the economic crisis, the world is also facing energy depletion,so how to use the limited energy scientifically and effectively becomes particularly important. In order to meet the needs of the times, the author chooses the third chapter of Energy and Human Resource Development in Developing Countries: Towards Effective Localization as the research material of this translation practice. It is deeply discussed in this chapter of how to use energy to boost national economy, social progress and employment and bring real benefits to the people. At the same time, the translator has gained a deeper understanding of the science and technology texts through this translation practice, and learned to use different translation methods and techniques to overcome difficulties,so as to ensure that the translation is accurate and clear, concise and natural. This translation practice is guided by the functional equivalence theory of Eugene Nida,a famous American translator, and explores the translation from vocabulary, sentences and discourse. This report is divided into four parts: the first part introduces the research background, significance of the project and the main content of the original text. The second chapter describes the process of translation, including pre-translation preparation, the linguistic features of EST and the selection of translation theory,as well as post-translation revision.Chapter three is the main part of the thesis,in which the translator selects typical cases from lexical level, sentence level and textual level respectively, and analyzes their translation strategies and skills in detail based on the functional equivalence theory. The last chapter is a conclusion of enlightenment the translator obtained during the translation, existing limitations and future goals. The author hopes that this paper can provide some reference value for Chinese experts, scholars, policymakers and translators.
