This sentence in Nanqi Wang Rong's "Qushui Poetry Preface" illustrates the profound influence and role of culture on people's spiritual thinking and social ability cultivation.The 19 th National Congress clearly put forward the implementation of the strategy of rural revitalization.This is a major historical task for the successful establishment of a moderately prosperous society in all respects and a comprehensive socialist modernized country.In implementing this strategy,the revival of the silent cultural spirit of Runwu must take precedence over the countryside.Local cultural activities are an important way and carrier of rural cultural construction.How to support and guide villagers to carry out active mass cultural activities based on the needs of villagers,improve the quality of local cultural activities,and enable the broad villagers to form correct values and values in a rich cultural experience Moral concept is a major practical problem to be solved in the practice of rural revitalization strategy.The focus of discussion in academia mainly focused on how to provide cultural services to villagers,and ignored the cultural services provided to villagers.The government's "political impulse" in practice has resulted in the rural culture's voice being always controlled by the government.Based on this,the author puts forward the question of whether the development of rural cultural activities can be based on the needs of villagers.Later,this study consulted the data to theoretically analyze the“shouldness” of the development of rural cultural activities residing in the needs of villagers,and then through the investigation of the “actual way” of rural cultural activities in practice,after comprehensive comparison of theory and practice,At the critical moment of building a modern governance capacity and governance system,how should the multiple subjects involved in social governance develop rural cultural activities based on the needs of villagers.Because the demand is theoretically broad,different,volatile,expansive,diverse,and vague.The complexity of the requirements in practice is even more obvious.How to understand the needs of villagers and analyze and extract the needs of villagers is inseparable from Maslow's hierarchy of needs.Research on the impact of demand on villagers' motivation and behavior is inseparable from the support of Marx's comprehensive development theory.It is precisely because of the existence of these two classic theories that the development of rural cultural activities based on the needs of villagers has become a reality.Taking villagers' needs as the starting point,studying rural cultural activities from the demand side is the biggest feature of this study,and may also be the innovative perspective of current domestic research.At present,domestic studies generally look at rural cultural activities from the perspective of the government and society,ignoring the expressions of villagers in rural cultural activities.Villagers are the participants and beneficiaries of rural cultural activities and the main body of rural cultural activities.Understanding and considering the needs of villagers will help enhance the villagers' attention and enthusiasm for village affairs and rural development in future practice.
