The clerical staff working for Liangsi Government has the responsibility to deal with the criminal punishment and money and grain affairs.The Qing Dynasty law designed a detailed set of organizational forms and operating modes for them.However,in practice,they are always good at extending their power flexibly within the scope of the system for maximizing their own interests.In Late Qing Dynasty,the Qing government was facing a crisis of dominance.In order to win back its control,effective measures,large-scale clerical staff cutting,were taken twice by the Qing government.Their main target groups are different,but none have achieved the desired results.The eventual failure of these measures reflects the irreversible decline of Qing Dynasty.The occurrence of their crimes was mainly concentrated after Jiadao period.However,the characteristics and methods of their crimes vary from time to time.The unique blood and karma relationships they have had formed a tight and complex network,which provides a natural barrier for their crimes.At the same time,the natural loopholes in the design of the system,such as low pay and no hope for employment,are also important reasons for the clerks to violate the government.
