Organization Operating System Study On Government-Leading Exhibition Design Project

Government-leading exhibition, a special product which was born in the great revolution period of economic life and political system, is one characteristic of exhibition economy in our country. Comparing with other types of commercial exhibitions, the biggest difference is that the government-leading exhibition is not only commercial or economic activity, but also with political functions and political complexion which were emphasized and highlighted more. Most of the western countries are in federal system and the parliament is authorized to handle everything. However, we are a country with the "Interpersonal Relationships" Centre, because of the different political systems, this article only aim to discuss the government-leading exhibition design project in our country. The design project contains four points which are objective, task, assessment and control. Design is not isolated but with a close relationship with execution, operation and transport in the Government-Leading Exhibition Design Project. This article turned mainly on the definition of innovate, scheme, deepen design and design Implementation of exhibition design tasks, but the execution, operation and transport will not be discuss too much here.Since Eighteen Third Plenary Session, the role of government have changed and replaced by market. Under such environment and influence, we try to identify the problems arising in designing, organizing and executing of exhibition design project, then analyze with the following ideas:developing situation of government-leading exhibition, researching and analysis on classification of exhibition design project, focusing on its process characteristics, three governance structure which are administrative governance structure, academic governance structure and corporate governance structure, combination of management theories and practice, contrast analysis on six organizational issues which are organization goal, structure, process, conflict, relations between organization and its technology and other environment factors, transition and development. The development of the national policies, transition of government functions as well as the guidelines and policies have a profound impact on Government-Leading Exhibition after Eighteen Third Plenary Session. Under such situation, how do the Government-Leading Exhibition make a good balance on administrative governance structure, academic governance structure and corporate governance structure to highlight the important transition role of academic and corporate governance structure playing during activities. Therefore, simplify the bureaucratic vertical organization structure to be flattening, learning style, borderless, virtual and dynamic alliance. Then build up cooperating teams by science and region freedom to keep the design project finished and optimize the design process, as well as solve out the issues of cross-domain construction with the third parties, design communication, leadership, execution, teams etc, so that the borders can be weaken and the creativity of exhibition project design can be improved, ensure the flexibility and smoothness done on organization operating of exhibition design project, hereby we desires to offer theoretical reference for the organization operating system management of design project in government-leading exhibition.
