The Research Of Tangshan Electronic Government Building Based On The Change Of Government Funtion

From the middle of the 20th century,the third technological revolution based on the information technology,had raised another tide of revolution for the progress and development of human society.The principle point is the "computer",which is the main productive force,and its widely application on the high technology and information technology.The essential difference between the third technical revolution and the two before is the main body had changed from the physical&mechanical to the intelligence.The electrical information technology promoted the development of the productive force and changed into the direct way with a fundamental fast speed.The coming of the information era also promoted the innovation of the social management method,the government management changed a lot in accordingly.New concepts like e-government,e-government affairs and digital city has emerged as the time required,which become one of the key problems of government to face.In this thesis,from the view of government function change,studied how to take the advantages of the virtual instrument,e-government affairs,to complete the local government function changing,promote the administrative system reform and perfect.This paper is divided into four chapters.Chapter 1,Introduction,introduces the writing background and the reason of the topic,introduces the research content and frame briefly via four research methods,summarizes the innovated part of this paper.Chapter 2,deeply analyzes the related theories of the e-government affairs and government function change,studies the relation and interaction of the two.Chapter 3,summarizes the domestic and foreign e-government developing status and characteristic,analyzes the key problems in Tangshan city e-government affairs developing based on the present situation.Chapter 4,submits the improvement countermeasures of promoting the government function change.The conclusion part makes a brief review and summary of this study,the shortcomings in the study and problems need to be solved in the future are also been pointed.
