Function Transformation Of Provincial Government

In order to accurately grasp the changing logic of local government functions in China,this paper focuses on the five-year plarn of national economic and social development from 1986 to 2016.The text analysis software of NVivo Plus 11 is used to encode the key text content and count its proportion.This paper attempts to explore the changing features of government's economic management function,social affairs management function and market supervision function types,as well as their mandatory mode,mixed mode and service mode.The study found that the text content of''economic management"was the highest,followed by"social affairs management",and the text content of"market supervision" was the lowest.Th ere is a significant difference in the proportion of text content among the three functional types.It can be seen that the Fujian provincial government pays different attention to different types of functions at different stages.Since the 21st century,the Fujian provincial government has expanded the scope of social affairs management functions.The functional structure of the provincial government tends to be coordinated,but it can not weaken the position of economic management as the primary function of the government-Generally speaking,while stabilizing the economic development,Fujian government actively assumes the functions in the social field.The government's role is highlighted in solving people's livelihood problems such as science and technology,education,ecology and public services,and the responsible government becomes th e direction of its reform.In terms of the mode of performance,Fujian Provincial Government prefers the choice of service-oriented mode when performing various functions,and adjusts the combination of ser,vice means according to different stages and different types of functions.The mixed mode of function fulfillment is also the one that the Fujian provincial government uses more functions to respond to social and economic problems.Compared with the mandatory way of performing its functions,Fujian provincial government is particularly cautious.Even if the objective needs,it will try its best to replace the mandatory measures such as administrative orders and planning indicators by rigid constraints of policies.In addition,according to the characteristics of the transformation of government functions in Fujian province,combined with relevant research,the basic laws of the transformation of government functions are abstracted.That is,the level of economic development determines the direction of the transformation of government functions,and reform and opening up has promoted the process of administrative reform.The central government decided to combine the keynote of reform with the micro revitalization of local governments,focusing on streamlining administiration and delegating power.The government has responded positively to the requirements of The Times,assumed the responsibilities of maintaining fairness and justice,ecological and environmental protection,and built a responsible and service-oriented government.Finally,combined with the law of the transformation of government functions,this paper puts forward some hopes for the formulation and implementation of China's five-year plan.In the process of form'ulating the five-year plan,we should adhere to systematic thinking and highlight the coordinated participation of various subj ects in the management of social affairs.Around the construction of government functions,comprenensive use of a variety of means of implementation.In the process of implementation,we should pay attention to the construction of evaluation mechanism,strengthen the responsibility mechanism for the implementation of the five-year plan,and give full play to the strategic guidance and rigid restraint role of scientific planning.
