| Sports right is a basic human right,international law and domestic law of the multinational country to make a clear regulation on how to protect sports rights.Our country has made certain achievements in protection of citizen sports rights,but based on historical and geographical constraints,compared to the people of the rural farmers and the economic developed regions of ethnic minority area of our country,the protection sports right is still exist large gap.The Formulate and implement of Wuling Mountain Area Regional Development and poverty alleviation plan,and the goal of building a moderately prosperous society in our country is significant.Wuling mountain area to get rid of poverty,not only to let farmers out of poverty in economy,but also to let them fully to enjoy,including sports rights,and the rights of citizens.Sports rights and citizen’s life and health are closely related,providing the possibility for other all right to enjoy.This article based on the current in the objective reality for protection of the farmers sports in Wuling mountainous area and the rights of peasant sports legal protection status,using the method of literature,empirical analysis method and normative analysis and so on.Making analytical interpretation from the situation of rural sports education,farmer participation in sports activities,rural public sports facilities and rural sports manage ment organization in Xiangxi area and analyzing the achievement plight for farmers sport rights in Wuling mountainous area.Study shows that there are barriers to restrict the a chievement of farmers’ sports rights in Wuling Mountain area that such as legal aspects,publicity of farmers’ sports rights law is not enough,farmers’ awareness of sports rights is indifferent,funding of rural sports is inadequate,farmers’ sports management and supervisory agency is missing and instructor of social skills for farmers is inadequate.The biggest cause is the legal dilemma.To ensure the realization of peasants’ sports right in Wuling mountain area,first it must give protection from the "Sports Law","Education Law","Financial Law","Regional Ethnic Autonomy Law" and other relevant laws and regulations.Secondly,on the basis of improving the law,and actively explore the Wuling mountainous areas of farmers’ sports rights to achieve an effective way,including:strengthening propaganda of farmers’ fitness awareness,increasing publicity efforts,Wuling mountain area of peasants’ sports right concept of culture;improving the farmers sports rights expression mechanism in Wuling mountainous area;Wuling mountain community sports organizations are encouraged to play a role;introduction and cultivation of farmer sports fitness instructor;rich in Wuling mountainous area farmer sports fitness project. |
