Rural community governance has always been a focus of China Communist Party andChina. The central document in2013pointed out that "to continue to promote grass-rootsdemocracy in rural areas and improve the scientific management of rural society as well asestablish a sound, orderly, vibrant system of rural governance." So improving the quality ofgovernance is a necessary requirement in the future development of rural society.Meanwhile, rural governance is a hotspot of academic research. Therefore, exploration andresearch of countryside has become both practical and academic valuable.The analysis in this article is based on Wuling Mountain Area, China and its aim toexplore the quality governance of Wuling Mountain rural society. Due to the constraints ofgeographical location, historical reasons, cultural background, economic development,openness and other factors, the villagers of Wuling Mountain are averagely low educatedand low quality, which directly affects their willingness and ability to participate in socialgovernance, thus preventing its governance enhancing. To improve this situation, I thinkthe rural governance of Wuling Mountain should be explored from education and culture.This paper consists of four parts: introduction, background description, case study andconclusion. At the beginning, I introduce the research background and significance,research status at home and abroad, content of the study, possible innovation as well asother related concepts and methods. In the first chapter, the status of Wuling Mountain,ethnic characteristics and poverty situations are been described, which play a role inforeshadowing for the following part. In chapter two, Shiqiaoping Village of Enshi Tujiaand Miao Autonomous Prefecture whose education and culture has influenced villagegovernance, is selected as the case study.
