Research On Household Register System Under The Background Of New Urbanization

With the further development of China's reform and opening up and sustainable development of Socialist market economic system,our domestic and international economic situation has undergone great changes.National homeopathic proposed new urbanization with Chinese characteristics road.The original residents of the household registration system has brought inequality and equity,which limits the free movement of the population and hinders the advance of the new town,is no longer adapt to the development of China's economy and society.The reform of the household registration system is urgent.In this paper,I combine Institutional Change theory and Institution Justice theory,on the basis of integrated using of literature analysis,empirical analysis and case analysis,analyse the connotation of new urbanization and household registration system,and dig deeper relationship with our new urbanization hukou reform.After a review of relevant policies and regulations and contacting the background and effects of household registration system reform,I propose a three-stage theory and get a glimpse of the problems:Under the household registration system,the human nature of the elements,the difference between urban and rural interests,the flow of population factors,the consumption of migrant workers,backward management means have a negative impact on new urbanization.Find that lack of understanding on the reform of the household registration system,the lack of household-related legislation,the effect of Path dependence,the lagging of land and other supporting reforms,the lack of information household management are the formation of the reasons for these problems.Then,combined with practical household registration system reform of Deyang,Changsha,Guangzhou City,on the basic analysis and evaluation of the three cities' reform,we summarize and learn from the experience of the three cities' reform.Based on the above argument,this paper concludes with a basic idea of reform under the new urbanization of China's household registration system:under the guidance of the people-oriented,free movement of people and comprehensive surpporting,we can reform of the household registration system from deepening the reform of the household registration system understanding,publishing the household registration laws,getting rid of the pattern of interests and institutional inertia,improving land and other supporting reforms and promoting population information management.
