Labor supervision is an important means to maintain the healthy development of the social labor market.It is helpful for the effective supervision of employers and workers to protect the legitimate rights and interests of workers,and effectively solve the contradiction between the labor and capital,and prevent the group events caused by the labor.In recent years,China's economic development is entering a high-speed channel,the state to ensure the sustained economic development,and vigorously promote employment,encourage entrepreneurship,to steady employment benefits to the people's livelihood.At the same time,the labor laws and regulations are becoming more and more perfect,the workers'rights awareness is increasing day by day,the labor capital problem is changed from the previous single to diversification and complication,which leads to the increasing trend of complaints,reports and mass incidents.The development of economic and society indirectly exposed the short board of labor supervision,the supervision means is backward,the law enforcement team is weak,the law enforcement quality is uneven and so on.Based on this,the Ministry of human resources and Social Security Bureau of labor and Social Security Bureau in 2008 combined with information technology proposed labor supervision two net,and in some provinces and municipalities to make pilot first,after a large number of grassroots practice,in 2010 officially opened the work of two fully open,and will work to monitor the construction of two network management and deployment of labor and social security development.The work of the provincial labor department to develop the system,through the system of labor and employment information,and the system of information on the new,old employment information,system comparison of new and old employment information,and issued a warning information,to the new,the old labor information,and issued warning information,to labor supervision mechanism for early intervention,and the labor supervision mechanism for early intervention,to resolve the contradiction between labor and capital,to avoid social problems,and to avoid the problem.Organic integration of all information related to labor and capital,so as to improve the quality of supervision.This paper analyzes the problems and reasons in the construction management of labor supervision system in our country.Based on the analysis of the difficulties and causes of Zhongshan city as a case,this paper analyzes the problems existing in the management of labor supervision "two net",and puts forward the countermeasures to create a new type of labor supervision mode,and create a standard,orderly and harmonious labor environment,and promote the healthy development of the labor market.The full text is divided into five parts.The first part is the introduction,including the research background,purpose and significance,the domestic and international literature review,define the core concepts,the paper framework and research methods.The second part analyzes the current situation of China's labor supervision "two net" management from the causes,characteristics,advantages and disadvantages,supervision,policy and method.The third part analyzes the difficulties and reasons of labor supervision "two net"management in China.The fourth part is the case analysis of labor supervision "two net"management in Zhongshan city.The fifth part puts forward countermeasures to improve the management of labor supervision "two net" in china.
