Research On The Role Of Social Forces In The Development Of Pension Service Industry

China is the county with the largest elderly population and the fastest aging pace.Up to now,the population over the age of 60 all over the country has reached to 212 million,accounting for 15.5%of the national population.Based on the data counted by the govenment,the total elderly population will reach to 300 million in 2025,400 million in 2033,and 487 million in 2050.That's to say,the pecentage of elderly population will be as high as 34.8%in 2050.Aging problem has become a major strategic issue that is related to the overall development of China and the well-bing of Chinese.In order to deal with the problem of aging population,the governmentn has put forward a policy that Chinese can give bith to two children.Compared with other countries,Chinese aging of population belongs to the situation of aging before getting rich and preparing well,characterized by such distinct features as the imbalance between the degree of economic development and aging speed,lack of preparation,facilities of pension service,talented people and relatively low service level and so on.The government has tried to establish a comprehensive pension service system to ensure that all the old people in China can be taken good cared of.However,relying solely on the government to provide a full range of pension service is clearly inadequate due to the large number of old people and the different levels of them.Jangsu is a developed coastal province and the social captial here is very active.Therefore,an increasing number of social captial has joined in the blue ocean----the large elderly service market.By policy support,creating market environment,strenthening industrial supervision,the government has attracted considerable social captital to come into this new field.At present,the social forces have gradually become the main body of the development of the pension service.Nevertheless,with the increasingly deep aging and diverse development of pension service,the govenment has confronted a variety of problems in the process of guiding social forces to participate in the development of pension service.Here,some of the questions are listed.How to stimulate more social capital to take part in the pension service market in spite of its low return and high risk?How to deal with the relationship and profit between public pension agency and private pension agency?What's the degree of acceptance of social pension service by Chinese who have the traditional concept of duty of supporting their aged parents?What's the cause of the low occupancy rate of some private pension agency?How to solve the problems of running of public pension organizations that have been registered in the civil affairs department?For example,the prolem of chain registration,loan financing and so on.The province of Jiangsu taken as a sample,the survey focuses on the functions of social forces getting engaged in nursing the elderly.As a clerk in the related department,the writer has made a careful summary of the specific measures and problems of the social forces getting involved in the nursing.Jiangsu has adopted four ways including the private and state-built enterprises,the private and state-operated ones,the private and state-rented ones and the private and state-assisted ones.In terms of the policy,system,fund and talents,it has given help to the nursing and achieved some success.Some nursing enterprises in Jiangsu have come onto the stock market.The first combination of treating with nursing in China sits in Nanjing and the assessment system has been promoted widely in China.In the study,the writer has spotted some problems with the nursing,such as the practice of the policy and the lack of the relevant talents.It has been found in the study that the main factors preventing the social forces getting into nursing are the difficulty in marketing because of the public service of the nursing institute,the little space left to the private nursing for the state owned one,small profits in this field and having no access to the legal license for the medium and small seized enterprises.Based on the development of the social forces getting engaged in the nursing and the investigation of the current progress and the analysis of the problems in the process and the reference of the western experience,the writer has put forward corresponding strategies.Lay emphasis on planning and involve nursing in the economic development.Stress the top floor and appeal to more social fund.Promote the government to purchase the nursing and leave space to profits.Establish the long-term caring insurance system and improve the elderly ability to afford.Reform the system and establish the corresponding institutes to promote the development.
