Research And Analysis On The Application Of PPP Model In The Field Of Social Pension Service In China

From 2000, China began to enter the aging society. Large base, rapid growth, aging and other aging characteristics of our country have brought enormous pressure on pension. In order to alleviate the problems of the Aged, the state issued a series of policies to establish the "Basing on home care pension, relying on community pension, supplemented by pension institutions" pension service system. But, with the changes in our population policies and increasing social pressures, "4-2-1" or "4-2-2" mode of family has gradually become the mainstream of society. Home care pension as the fundamental role of pension service system is not obvious and community pension is currently in popularization stage, making the role of institutional care more important. So, actively exploring new mechanisms for the development of pension institutions, increasing the supplement of pension services and improving the quality of pension service become more and more important to build a harmonious society.Pension service is public good, and social capital can be introduced into pension service through the PPP model to increase the supply of pension services, ease the contradiction between supply and demand mismatch. PPP mode is the new partnerships established between the government and the social capital with benefit-sharing and risk-sharing. PPP mode introduces the market competition mechanism, set the advantages of government and the private sector in the integration, improves the quality and efficiency of the supply of public goods and services. Currently, Ministry of Finance releases the national PPP project library, and PPP mode began to be actively promoted in infrastructure, health, sports, education, housing and other areas.PPP mode is not just a financing method, but it is more of a management model. PPP mode reflects a paradigm shift for traditional opinion that public good and service should be provided by the government. This paper attempts to discuss the application of the PPP mode in pension institution construction, from theory and reality. At the same time, based on the analysis of PPP pension institution construction pilot project that MOF release, the paper provides some experience for the pension institution construction of PPP mode.
