Governmental Functions In Beautiful Village Construction Of Yunxi County,Hubei Province

The 18th CPC National Congress decided to construct Charming China and realize Chinese nationality's sustainable development.To construct charming China,Beautiful Village is a must.Since the First Document of the Central Committee of the CPC proposed to construct Beautiful Village,the construction of Beautiful Village is in full operation.Nowadays,the new-style urbanization is going on,targeted poverty alleviation in full operation,and the transformation of society and economy deeply promoted,the construction of Beautiful Village will be the key of Three Rural Issues in the future.The construction of Beautiful Village is of great significance to construct ecological civilization,inherit farming culture,optimize industry structure,maintain social stability and realize an integrative development of urban and rural areas.Therefore,how to promote the construction of Beautiful Village is a major project worthy of our attention and study.Beautiful Village is of rich connotation and construction programs,including road and transportation,farmland and water conservancy,industry cultivation,ecology construction,culture inheritance,folk customs' changing,farmers' living improvement and vocational skills' training,which need governmental guidance and participation.However,the construction of Beautiful Village has different tasks and contents in different stages,that is,the construction is in changing and improving.In accordance with Ecological Administration,environmental change will lead to the change of governmental functions in all levels and a series of reforms in government system,official's thought and administration mode.Hence the significance of the study of governmental functions in the construction of Beautiful Village.This paper has,taking Yunxi County,Hubei Province as an example,through field investigation and visiting and talks,studied the governmental functions in the construction of Beautiful Village,analyzed the current situation of the construction and the existing problems of governments in performing its functions,the reasons for the problems and proposed some counter-measures.Yunxi County,one of the state poverty-stricken counties,social and economic development is relatively backward.The study of governmental functions in the construction of Beautiful Village based on Yunxi County will provide some reference for other poverty-stricken counties' construction of Beautiful Village.
