| Since the 18th National Congress of the Communist Party of China(CPC),President Xi Jinping has proposed a series of new strategies for governing the country.Particularly,Xi Jinping's New Era of Socialism with Chinese Characteristics,formed at the Party's 19th National Congress.He proposed the implementation of the strategy for rural revitalization,and the promulgation of the "Opinions of the CPC Central Committee on Implementing the Strategy for Rural Revitalization" were also mentioned,after that,the strategic plan for rural revitalization(2018-2022)will be introduced.The Party's Central Committee has made deep emphasis on rural construction.Many provinces and cities have made explorations for how to rejuvenate rural areas as early as a few years ago.The construction of the "Beautiful Village",have been promoted in some areas of Zhejiang Province,and have been hailed as a model of national learning.In 2017,Guangdong Province also joined the "Beautiful Aillage Construction".It was proposed as a demonstration project for the new socialist village construction in the province.In the course of the "Beautiful Village Construction",how the government conducts positive influences and what deficiencies exist are the focus of this article.This thesis is based on the background of the times,theoretical significance,application value,content,key points and difficulties of this research.We review the research on government behavior in the construction of the "Beautiful Village" at home and abroad,by using,expert interviews,field research,and comparative analysis,to understand the previous and current research and development situation.At present,there are many scholars currently studying the construction of "Beautiful Village",but there are few studies on government behaviors in the process of the construction,which reflects the innovation and necessity of this research.As a result,there is less information that can be used for reference.Therefore,it is difficult to study and analyze the government behavior in the construction of "Beautiful Village" in Dongyuan County,Guangdong Province.This is a difficult point in this paper.We have comprehensively analyzed the importance,effectiveness and deficiencies of government behavior to the construction of the "Beautiful Village",by using new public management theories,new public service theories,public goods theories,and other related supporting theories.This thesis is based on the background of the times,theoretical significance,application value,content,key points and difficulties of this research.We review the research on government behavior in the construction of the "Beautiful Village" at home and abroad,by using,expert interviews,field research,and comparative analysis,to theories,public goods theories,and other related supporting theories.This thesis analyzes the government behavior during the construction of the "Beautiful Village" in Daping Village,Shuntian Town,Dongyuan County and Guangdong Province.We learned that the government has been promoting the construction of "Beautiful Village" in Daping Village in the aspects of village planning,infrastructure construction,industrial platform construction,farm land transfer,ecological environment building and rural cultural construction by some first-hand information.The information is approved by the official message and the interview of the masses or the party and government cadres at all levels.At the same time,it compares and analyzes the government behavior in the construction process of the Xiaolong River Ecological Art Town,which is the demonstration site of "Beautiful Village" construction,inChangshan County,Changsha City,Hunan Province,combing the similarities and differences between government behaviors,and pointing out some reasonable constructive opinions on the role of the government in Shuntian Town.Shuntian Town can learn from the model of the Xiaolong River Village to enhance its role in the construction of non-governmental organizations(NGOs),the collective relationship between the company and the village,the party building at the grassroots level,the establishment of the enterprise platform,and the governance of the village,to play a full role of the market and limit role of the government.At the same time,it was put forward a series of prospects for the effective guarantee of the interests of farmers,the effective use of the role of non-governmental organizations(NGOs),and the construction of rural grass-roots party organizations.This thesis has the following novelties:1.Comprehensive use of new public management theory,public product theory,new public service theory and other related scientific theories,which analyze the relevance of government action effectiveness and construction results in the construction of the "Beautiful Village".2.Empirically analyzes government behavior in the construction of the "Beautiful Village" inDongyuan County and Xunlonghe Village in Changsha County,by using field research methods,data search methods,expert interviews,comparative analysis methods,and other research methods,to clearly expound the capability of the Dongyuan County government,and the relationship between the government,villagers,and markets,to show that how Dongyuan County government can play a leading role in the current policy opportunities. |
