The construction of performance appraisal system for the realization of the functions of local government has a great significance.Party's 18 proposed the transformation government function,improve the government service quality,the construction of service government and legal requirements of the government,which requires local government in the play to the functions of the government to further improve the efficiency of government service quality and service,strengthen the government performance evaluation.Yet in the local government performance appraisal system still exist various problems in the process,how to establish and perfect the suitable for regional development of performance appraisal system and assessment standard becomes important issue for the development of the local government.Performance appraisal in improving the efficiency of government function,give play to the role of government in public service plays an important role.So for the construction of government performance evaluation system need to further explore its scientific nature,rationality and effectiveness.Government performance evaluation system is focused on the evaluation index,evaluation standard,evaluation content of explicit and concrete.Implement government performance appraisal scheme of operability,scalability,and can feel,clearly define the main body of government performance evaluation,in the process of government performance evaluation,performance appraisal results oriented,examination management,give attention to two or morethings in function responsibility assessment as the core,the key project appraisal,the government long-term goal of the premise,to two or morethings to investigate the performance to solve the problem.Scientific performance appraisal system need to design,democratic norms,the key combination,according to the different levels and different stages,different tasks,different subject,different requirements to establish public opinion and reflect the people's livelihood and expression of democracy,the feasible appraisal mechanism.Performance evaluation of local government is the government to local government departments base and key of the implementation of scientific management,performance evaluation system for government staff employment,achievement evaluation,salary pay provides an objective basis,the design and training is a basic unit improvement,development and important way to promote efficiency.The continuous improvement of the government performance evaluation system and promoted,grass-roots government performance evaluation as the core of the government performance evaluation system,and the functions of the government of the important methods for standardization and legalization,institutionalization.Service organizations in the forefront of the local government as the economic development of our country,the performance appraisal to improve the government efficiency,give full play to the initiative of the local government,strengthen the government function,selection,examine the excellent talents and build a service-oriented government,realize the transition of government function has a great significance.Today,there still has many problem during the process of building a performance evaluation system,such as the inspection goal is not clear,appraisal main body is overmuch,multifarious,assessment index assessment is not outstanding,assessment of enforcement is not enough,the assessment of the authority to tackle.Between the government inspection at all levels and departments in the process of evaluation criteria,performance appraisal,the same target implementation does not reach the designated position.In order to further enhance the efficiency of government performance evaluation,to achieve scientific and effective government performance evaluation,this article in view of the problems appeared in the process of local government performance evaluation,combined with the government performance evaluation related theory to study and put forward ways and means of the local government performance appraisal system.The paper to shangri-la industrial park management committee(hereinafter referred to as the park management committee)performance of the system of building as the research object,combined with DiQingZhou shangri-la industrial park management committee on the problems existing in the performance appraisal process,summarized the related performance appraisal theory,some measures and methods on park management committee performance system construction.
