| Human resources are strategic resources of the modern organization structure,and the incentive is an important content of human resources.The concept of incentive is used in the grass-roots cadres of the Party and the government,which refers to inspire their work motivation by using all kinds of effective methods to arouse their enthusiasm and creativity,and make them complete the tasks assigned by the organization consciously and industriously so as to realize the goals set by the organization.Therefore,the fundamental goal of motivating the cadres of Party and government is to correctly guide their work motivation,make them realize the goals,achieve their own needs and increase their job satisfaction,so that their enthusiasm and creativity can be played and kept.It can be said that the advantage or the disadvantage of the incentive mechanism is the key factor for grassroots Party and government to complete their work successfully to a certain extent.Hence,how to use incentive mechanism becomes a very important research topic for grass-roots Party committee government.The study of the incentive of cadres of Party and government is very meaningful and useful,but most of the incentive study is for enterprise staff while the incentive study of cadres of Party and government at the grass-roots level is rare.Now,there are many theoretical achievements worthy of learning,such as the demand level theory,reinforcement theory,two-factor theory,expectancy theory and equity theory,etc.,providing a theoretical basis for cadres of Party and government.This paper changes the traditional incentive study approach that takes enterprise staff as the research object.It takes Yin Jiang autonomous county as an example,focuses on this special group of cadres of Party and government in minority poverty areas,and applies the western incentive theory and the domestic incentive practice to systematic research of the incentive of cadres of Party and government.YinJiang autonomous county is a Tujia and Miao ethnic minority-based minority area and a national-level poverty-stricken county,which has blocking traffic,relatively backward economy,weak and poor foundation,and low per capita availability.Although it has had some successful experience in the construction of cadres team and incentive,influenced by the objective environment,there are still some problems in cadres of Party and government.For example,their overall quality is not high;ideas are backward,and the structure is not optimized.The original incentive mechanism can not meet the needs of the current situation.For instance,material incentive is limited;spiritual incentive does not reach the designated position;the effect of target assessment is not acceptable;the negative incentive is unreasonable;the post incentive improvement is not big,etc.Hence it is an urgent need to introduce a new incentive mechanism to promote the enthusiasm and creativity of cadres of Party and government.At the same time,it also has many advantages.For instance,the development is accelerating;the development blueprint is drawn;the location advantage is outstanding;there is policy support to poverty-stricken ethnic minority areas;the cadre and personnel system is reformed,etc.,All of these have brought in unprecedented opportunities.Cadres of Party and government in Yin Jiang county are composed of leading cadres at the county level,the leading and general cadres at the organ level,and the leading and general cadres at the township level.As a functional extension of Party and government,village-level organization is also included in this study.Although cadres of Party and government have the same factor in incentive demand because of their general characteristics of status and level,there are different motivating factors for them at various levels when they are in different environments,different positions and different life stages.Therefore,we must analyze their characteristics hierarchically and design incentive scheme targetedly on the study of incentive of cadres of Party and government.On the one hand,we should analyze its special elements according to their general characteristics.In order to form the incentive mechanism in accordance with characteristics of cadres of Party and government in poverty-stricken ethnic minority areas.On the other hand,we should analyze their special factors according to their individual differences so as to strengthen the cadre incentive’s pertinence and maximize the role of incentive mechanism. |
