In recent years,as the sociol-economic develops rapidly,the construction of public utilities plays an increasingly important role in the development of the factors and resource in sociol-economic,the value of public utilities has taken a growing proportion in the national economy.The process developing public utilities helps improve current management methods,promotes the development of public utilities,contributes to social progress and enhances the national comprehensive strength.However,the existing research methods are not effective to a series of issues in the public utilities such as the management methods appear single,low level of socialization,regardless of government responsibility,and inefficiency.While,starting from the input-output efficiency,making a quantitative analysis to the development of public utilities able to make up the lacking of the existing methods exist,and can provide a quantitative basis for government to build effective public career decisions.Therefore it has some practical significance to the research of output efficiency of public utilities.This paper has three parts:first combining the definition of public utilities and the characteristics and status of development in Liaoning Province,basing the Hierarchical structure layout method,divides public utilities' input-output efficiency evaluation system to three levels:total system level,one-level target and two-level target.Starting from the infrastructure,environmental protection,social security,science,education four themes,selects 15 sub-indexes as output targets.Then streamline the number of targets based on the principal component analysis,select the first principal component of each category as representative.Establishes the evaluation index system of public utilities in Liaoning province.Secondly using data envelopment analysis to analyze public utilities' effectiveness,obtain the results that analysis of the relative effectiveness of public utilities in Liaoning Province from 2002 to 2012 and non-DEA effective DMU's target and slack variables.The results of the analysis of public utilities output efficiency is:the input-output effectiveness of public utilities in Liaoning Province is gradually reduce;the input-output efficiency of public utilities of cities in the province also has great space toimprove.Finally,contrary to the problems of the input-output efficiency of public utilities in Liaoning Province,put forward some suggestions from targeted capital management,government regulation and other aspects of policy reform.The innovation of this article is: analyze the development of public utilities in Liaoning Province from the perspective of input-output efficiency;the establish of public utilities output efficiency investment index system;and do statistical analysis to the input-output efficiency of public utilities in Liaoning Province using data envelopment analysis,Providing a new basis for public utilities to quantify the input-output efficiency evaluation methods.The downside is that DEA analysis process uses a surrogate.Inability to collect all the necessary data,during the analysis of the input-output efficiency of public utilities in the eight cities in Liaoning province,replace the number of the buses with the number of buses every ten thousand people have.Which produces a certain impact to the public utilities output efficiency of investment analysis of the eight cities in the province during the five years from 2007 to 2011.
