A Study On Construction Of E-government Service Platform In Jinan

Since the 18^th National Congress of the Communist Party of China?CPC?,the new central leading group with the core of Xi Jinping has adopted a new thinking,new concept and new strategy to comprehensively deepen the pace of reform,thus creating a new situation in China's governance.The general goal of comprehensively deepening the reform is to improve the socialist system with Chinese characteristics and promote modernization of the national governance system and capacity.Dramatic development in the field of communication information has constantly evolved into new forms of technology,not only exerting a deep influence on social economy but also bringing about opportunities for innovation and upgrading of government service.The Party and state leaders are keenly aware of the potential advantages and strategic value of information technology.They have successively formulated and issued guidelines&policies to support the leaping development of information industry and promote the integrated innovation of government service and new technologies,laying conditions and foundations for smooth implementation of e-government service platform.Administrative staff,enterprises and citizens eagerly look forward to establishing the e-government service platform in Jinan,which is a necessary way to build a service-oriented and wise government and also an important leading part to perfect the e-government service platform system in Shandong province.Jinan,as a sub-provincial capital city,has a head start in the establishment of e-government service platform by utilizing policy and geographical advantages as well as integration of basic resources.The paper first introduces domestic and foreign research results of e-government and corresponding service platform from the aspects of conceptual meaning,influencing factors,development stages,existing problems and growing trend,defines and describes the definition,framework and basic theory of e-government service platform.On this basis,analyzes the requirements of its establishment on business,interface and security level according to the actual situation of Jinan.Through empirical analysis of the status quo on management system,government network,information resources of e-government service platform in Jinan,the author lists its insufficient on aspects of platform integration,information management,integrated operation,access to services and integration of new technologies,etc.,and points out subjective and objective factors such as relatively backward ideological understanding,unsmooth management system,irrational talent structure and disunity of standards.In the theoretical research and empirical analysis,the paper has always taken scientific planning,comprehensive content,advanced technology and service orientation as the starting point and objective of the e-government service platform.Besides,it clarifies the principle that establishment of e-government service platform in Jinan must adhere to and puts forward method choices to focus on and solve on aspects of rationalizing institutional mechanisms,strengthening top-level design,improving systems&standards,reinforcing intensive construction,upgrading platform functions,perfecting performance assessment mechanism,etc.In the end,the paper looks forward to the future of e-government service platform and notes problems that need to be further studied in the future.
