The Research On The Leading Group Mechanism In Local Governance

The Leading Group is generally regarded as a kind of deliberation and coordination agency and temporary institution(or non-permanent organization),which is widely exist in the Chinese party and government organs at all levels in China,and is an inevitable choice under the fragmented system of our country.This has Chinese political characteristics.Leading Groups have greater flexibility and coordination than the permanent government departments.At present,in the context of local governance,re-examining the Leading Group as a mechanism for local governance,not only the inevitable requirement of the development of the Leading Group,but also the meaning of the subject of modernizing the national governance system and capabilitiesThis paper takes the Leading Group in local governance as the research topic.On the basis of reviewing the relevant literature of the LeadingGroup,firstly,the paper conducted a general analysis of the Leading Group in the background of local governance,including the concept definition,historical origin,legal basis and formation mechanism,especially combined the influence caused by China's fragmented government system,special governance activities and straight-functional organizational structure to explain the reasons for the establishment of the Leading Group and the superiority of the mechanism.Secondly,taking the practice of Xiamen Muck Leading Group as an example,summarized the reasons for the establishment,organizational structure,operational mechanism,governance effectiveness and shortcomings of the Muck Leading Group.Accordingly,the paper finally put forward some suggestions on how to improve the local Leading Group mechanism.
