Our social and economic development in China has required remarkable achievements,since from the reform and opening-up policy.In addition,urbanization process also carries the “engine” of economic growth and reform bonus to drive in the “motorway”.The high-frequent economic behaviors,abundant materials and capital,and lots of laboring populations concentrate on urban regions successively.However,the development causes “pain spots” of high housing price,abnormally high rent and shortage of housing resources,while bringing prosperity to cities.The accommodation demands of urban external populations can't be satisfied,promoting the generation of “group-oriented leasing”.The “group-oriented leasing” phenomenon causes social contradictions and becomes a hotspot widely discussed by educational circles and the public.In recent years,Shanghai,Beijing and Tianjin have carried out a series of governance work by aiming at “group-oriented leasing” with different effects.How to deal with “group-oriented leasing” becomes a complicated problem that should be urgently solved by public management areas of local governments and is also a severe test for urban social governance capacity.The author works in the front-line local police station of the public security system and experiences “group-oriented leasing” governance in person.In the paper,the author aims at applying relevant theories of public management and local government from the perspective of local governance,studies and analyzes “group-oriented leasing” phenomenon,provides feasible countermeasures for urban social governance,and offers beneficial reference to public security governance in the public security organizations,and provides fresh and valuable causes for public management subjects simultaneously.In the paper,the author introduces public management,economics,law and sociology in domestic,the definition of “group-oriented leasing” connotations and causes,disputes about legislative problems in educational circles,and consensus of causing hidden dangers,summarizes research achievements and dilemmas about urban social governance,and introduces beneficial overseas experience and practice for “group-oriented leasing” governance.In addition,by applying relevant theory,the author elaborates the “group-oriented leasing” concept,causes and harms,introduces the theoretical basis of bringing it into public management and urban social governance of local governments,regards the jurisdiction of the local police station in Dongting Road as the sample,presents the regional status of “group-oriented leasing”,governance practices of local governments and public security organ,and then analyzes existing problems in social governance.At last,based on the background of “new policies” about house rent issued in 2016,the author provides specific countermeasures on perfecting public policy system,allocating market resources reasonably,improving social guarantee capability,reinforcing leasing market supervision,sounding leasing laws and regulations,and forming cooperative governance mechanism.
