How Does The Capital Affect Community Conflicts

The community conflicts have attracted more and more scholars' attention because of the changes in the relationship between the state and the society,which is reflected in the back of the community conflicts.The current research mostly deduces the reasons in the aspects of the national institutional structure and lacks study in the role of the capital power.Based on an attempt to find a structural topic hidden behind the community conflicts,this paper will investigate the capital structure and its characteristics that affect community conflicts.In this paper,67 cases of Qiaobei District,P County,Nanjing were analyzed by the approach of qualitative comparative analysis.The results show that the variables that have been extensively studied at the level of mobilization mechanisms(industry committees,the activity level of internet forums,and so on)are not important.Structural variables,which refers to the size of real estate developers and the degree of marketization of community construction,are the key impact factors in the outbreak of community conflicts.That is to say,the larger the size of developers and the higher degree of marketization of community construction,the greater the possibility of the outbreak of community conflicts.There have been no obvious conflict events happened in the districts with low degree of marketization of community construction or a strong policy monitoring mechanism,and these residential properties are managed by the sub-district offices and the community.It is partly explained that the governments could provide more flexible and more effective response to the demands of the owners.On the one hand,large scale of real estate projects developed by the large developers can easily lead to confusion,and it is more related to the residential public housing,garage and other attribution of property interests,large developers are unwilling to compromise on the owners demands and try to maximize their own interests,resulting in the conflicts can't be resolved for a long time.On the other hand,due to lack of relatively sound real estate management capacity,large residential restrict independently developed by small developers is also easy to fall into disorder,but these conflicts usually occur in the management service level and they are not last long and easy to solve.The size of the developers corresponds to the structural characteristics of the capital market and the degree of marketization of the community construction shows the presence of the governments.The interaction between these two variables forms a low institutionalized political market structure,which is further revealed by the interview data with street cadres and the real estate business leading construction model in the real estate development of Qiaobei District.In the political market structure,the entrepreneurs obey the governments and create GDP for the local governments,they also get the policy support and political status from the governments.Based on the combination and exchange of political market,political and commerce sides formed a mutually beneficial invisible alliance.Moreover,due to the low institutionalization of relations between politics and market in developing countries,the political market structure generates the group of interests distribution,which hinders the realization of the owners'rights and interests,forcing the community residents to launch community movements to attract higher-level governments'attention.To a certain extent,whether the developer building the group of interests distribution or ordinary residents launching the community campaigns are the contention and use of political authority.The existence of the characteristics of 'fragmentation of authority' in the political market makes this contention to become possible,but the difference is that the real estate business use the low-level governments while the owners use the high-level governments.In the end,this paper makes a conclusion that the frequent community conflicts in Qiaobei District,P County,Nanjing are resulting from the low institutionalized political market structure.The low institutionalized political market structure in Qiaobei District includes three characteristics:the low institutionalization of the relations between politics and commerce,the real estate development leaded by the large enterprises and the presence of the group of interests distribution.Conflict is the response of the actors to the structure,and the solution is to adjust the structure.A suitable structure should be committed to a broader goal and be conducive to the realization of rights of all members in the society.
